An Act To Amend Title 31 Of The Delaware Code Relating To Child Care Assistance. [HB-126]
The Child Care and Development Block Grant Act of 2014 mandated that states allow families that receive child care assistance to continue receiving that assistance for at least 90 days after losing their job provided they are seeking employment during that time. The federal law did not expressly stipulate that states must allow families to qualify for and begin receiving assistance so that they could search for a job, however 14 states have enacted policies to expand eligibility to those families. An Act To Amend Title 11, Part Iii Of The Delaware Code Relating To Fair Notice. [HB-128]
This Act creates a Chapter 60 in Title 11 relating to providing individuals Fair Notice. Specifically, the Act requires individuals considering a plea of guilty in a criminal court of law be provided information related to the collateral consequences of a conviction. In addition, the Act requires additional notice be provided to a person convicted of a crime at the time of sentencing and upon release.

An Act To Amend Titles 11, 16, And 22 Of The Delaware Code Relating To Dogs. [HB-13]
This bill provides Statewide consistency in the law that protects the public from dangerous dogs and clarifies that dogs may not be held potentially dangerous or dangerous for animal control enforcement or for purposes of criminal liability based solely on breed-specific criteria. Findings to deem a dog dangerous will be based on actions of the dog, or an individualized demonstration of vicious behavior. This Act will improve guidelines for training by school districts and charters as it pertains to School Resource Officers (SRO), their duties and training when interacting with students with disabilities. An Act To Amend Title 30 Of The Delaware Code Relating To College Savings And Able Savings Accounts. [HB-148]
This bill would allow Delaware residents two new deductions from personal income tax. The first is a deduction from taxable income of up to $2,500 for contributions to a 529 College Savings Plan. The second is a deduction from taxable income of up to $2,500 for contributions to a 529A Savings Account a special account for meeting the needs of certain individuals with disabilities. An Act To Amend Title 11 Of The Delaware Code Relating To Human Trafficking. [HB-164]
This bill dissolves the Human Trafficking Coordinating Council and reestablishes it as the Human Trafficking Interagency Coordinating Council. An Act To Amend Title 4 Of The Delaware Code Relating The Sale Of Cooking Wine And Alcoholic Liquors. [HB-167]
Cooking wine contains alcohol but has been exempted from alcohol regulation by the federal government (Alcohol and Tobacco Tax and Trade Bureau) and many states as long as it contains no more than 20% alcohol by volume and no less than 1.5% salt, thereby making it unfit for beverage consumption. This Act adds cooking wine to the list of exempted liquids from the alcohol regulation.
