An Act To Amend Title 18 Of The Delaware Code Relating To Licensing Of Insurance Producers. [SB-169]
Despite the enactment of Senate Bill No. 117 (148th General Assembly), 80 Del. Laws, c. 116, applicants for insurance producer licenses have continued to experience significant delays in receiving federal background checks. This Act further revises Delaware law to enable applicants to obtain both the Delaware and federal background reports directly from the State Bureau of Identification, significantly shortening the turnaround time for these reports. An Act To Amend Title 11 Of The Delaware Code Relating To Sentence Modifications. [SB-195]
The Truth-in-Sentencing Act of 1989 (“the Act”), 67 Del. Laws, c. 130, abolished parole in Delaware. In place of parole, the Act instituted the sentence modification process in order to allow some defendants to be considered for early release. However, as the Final Report of the Joint Sunset Committee on the Board of Parole pointed out in 2013, this process has been used sparingly in recent years, largely because the Act does not allow a defendant to submit a sentence modification request. This Act would improve the state’s response to incidents of school bullying by better informing parents of the availability of intervention by the Department of Justice’s School Ombudsperson, and clarify that the Ombudsperson has authority to intervene in both incidents of criminal activity and incidents that meet the statutory definition of bullying but do not constitute criminal activity. An Act To Amend Title 9 And Title 22 Of The Delaware Code Relating To Acknowledgment Of Deed Restrictions In An Application For A Building Or Construction Permit. [SB-211]
This Act requires a person applying for a building or construction permit to certify that the construction project does not violate any deed restriction applicable to the property and that the person understands a violation of a deed restriction may result in legal action and require the person to be liable for court costs and reasonable attorney fees incurred by the person authorized to enforce the deed restrictions.

An Act To Amend Title 11 Of The Delaware Code Related To Cruelty To Animals. [SB-22]
This bill allows first responders to use reasonable force to remove an animal confined in a motor vehicle under conditions likely to cause suffering, injury or death. The bill also allows a person removing an animal to use reasonable means to contact the owner and if unable to locate the owner, take the animal to an animal shelter. The bill provides for issuance of a fine in an amount no higher than $1,000 for a first offense.
