The Regulatory Transparency and Accountability Act of 2015 improves Delaware’s regulatory environment for individuals and small businesses in several significant ways. First, the Act improves transparency by requiring each agency to submit a “regulatory impact statement” to the Registrar of Regulations whenever it proposes to adopt or amend certain regulations affecting individuals and/or small businesses. An Act To Amend Title 18 Of The Delaware Code Relating To Licensing Of Producers. [SB-117]
This bill revises the language regarding the requirement of resident applicants and nonresident applicants declaring Delaware to be their home state to obtain state and federal background checks to permit these applicants to obtain both the state and federal background reports directly from the State Bureau of Identification, which will significantly shorten the turnaround time for receipt of these reports.

An Act To Amend Title 11 Of The Delaware Code Relating To The Possession Of Firearms By Persons Prohibited. [SB-12]
This Act closes two significant loopholes in Delaware law in order to ensure that punishment for the illegal possession of firearms by violent persons is certain. First, by adding a definition for “convicted” or “conviction” that includes adjudications of delinquency occurring on or after a person’s 16th birthday, this Act requires mandatory minimum sentences for adults who possess firearms and were convicted of a violent crime when they were 16 or 17 years of age. An Act To Amend Title 21 Of The Delaware Code Relating To The Procedures For The Suspension, Nonrenewal, Or Nonduplication Of Driver's Licenses Or Driving Privileges For The Failure To Resolve Motor Vehicle Charges. [SB-132]
This Act provides that driver’s licenses will not be renewed nor will duplicate licenses be issued if there are outstanding fines of fees for minor traffic offenses subject to voluntary assessment until such fees are paid by the license applicant. Licenses will not be suspended in these cases. Suspension is reserved for offenses affecting traffic safety such as reckless driving, driving under the influence, leaving the scene of an accident, multiple speeding or other offenses. This Bill provides persons experiencing homelessness protection from discrimination while on the streets and when seeking access to housing, employment, and temporary shelter as necessary to end their episode of homelessness. This Bill amends Title 6 by adding Chapter 78, “Homeless Persons Bill of Rights,” which provides basic legal and civil protections and ensures equal treatment for persons experiencing homelessness in Delaware.
