States, however, need an effective way to enforce those limits statewide and across state borders to curb the practice of “smurfing,” whereby criminals make purchases at multiple stores to acquire illegal quantifies of PSE. An Act To Amend Title 11 Of The Delaware Code Relating To Penalties For Offenses Committed Within The Jurisdiction Of The City Of Wilmington. [HB-146]
This Act requires persons convicted of criminal offenses committed within the jurisdiction of the City of Wilmington to pay a $25.00 penalty to offset the costs incurred by the City to investigate, arrest and participate in the prosecution of such offenses in State court. Traffic offenses committed within the jurisdiction of the City of Wilmington are not subject to the penalty. Given the City of Wilmington’s high crime rate, this penalty will help to offset the high price of policing and investigation in the City.

This bill would direct the Office of the State Treasurer to add a Roth option to state sponsored 403(b) and 457(b) savings plans that are offered to eligible teachers and state employees. This bill institutes a graduated schedule for Delaware General Obligation Bonds using a as a basis the interest rate announced by Municipal Market Data on March 31 of the year prior to the fiscal year in which the borrowing is undertaken. This graduated schedule modernizes the borrowing limit calculation for general obligation bonds to reflect interest rates. This also lowers the total debt service authorized from 15% to 12.5%.
