This Act directs the Division of Medicaid and Medical Assistance, Division of Public Health, and Office of Management and Budget – Human Resources Management (“the Agencies”) to report to the General Assembly every 2 years the impacts and costs associated with diabetes. This bill amends the definition of family to make spouses and couples gender neutral. This bill also permits the transfer of misdemeanor criminal jurisdiction in cases involving former spouses, persons cohabitating with or without a child in common, and persons living apart with a child in common from the Court of Common Pleas to Family Court. An Act To Amend Title 14 Of The Delaware Code Relating To School Boards. [HB-374]
This Act changes the term of a school board member from 5 years to 4 years. While longer board member terms enable school board members to have more years as experienced board members, this must be weighed against the goal of providing the community with sufficient opportunities to run for school boards, and to replace school board members. In addition, shorter board member terms can increase the number of candidates who run for office, as a longer term can prevent some individuals from choosing to run for this office.

An Act To Amend Title 16 Of The Delaware Code Relating To Marijuana. [HB-39]
The purpose of this bill is to decriminalize the possession or private use of a personal use quantity of marijuana. More specifically, persons who possess one ounce or less of marijuana shall be assessed a civil penalty that will not become part of a criminal record and must forfeit the marijuana. Likewise, the private use or consumption of less than an ounce of marijuana shall be punishable by a civil penalty. Recognizing that a criminal charge can dramatically alter a juvenile's future chances of employment and education, this bill seeks to prevent first-time juvenile offenders charged with certain minor misdemeanors from entering into the system by providing law enforcement with a civil citation procedure as an alternative to arrest.
