In 2014, the Legislature passed a bill adding instances of “reported and recorded” bullying to the list of reasons why a child could be withdrawn from a choice or charter school before the expiration of the statutory minimum enrollment period or why an application for admission or withdrawal could be accepted outside of the statutory timeframe for submission. An Act To Amend Title 30 Of The Delaware Code Relating To Earned Income Tax Credit. [HB-253]
This bill changes the earned income tax credit from nonrefundable to refundable and capable of exceeding the tax amount otherwise due. The credit is reduced from 20% of the corresponding federal earned income credit to 6% for 2017. That percentage increases 1% each year until it reaches 15% in 2026.

An Act To Amend Title 14 Of The Delaware Code Relating To Charter Schools. [HB-28]
Absent an agreement with the school district, charter schools are currently able to retain any funding received for the fiscal year for a student who transfers mid-year from the charter school to a school district. This bill mandates that, if a student transfers from a charter school to a school district after September 30th, such funds will be prorated between the charter school and the school district where the student is then enrolled.

This bill creates a new type of liquor license for beer gardens. Beer gardens are outdoor venues that operate at least 5 months, but less than 9 months, of each year and are independent of any other licensed establishment. The licensing and operation of beer gardens provides new business creation opportunities and a chance to enhance retail areas in Delaware. The biennial fee for a beer garden license is set at $2,000.

This Act is the result of the findings of the Lyme Disease Prevention Task Force (“the Task Force”). On June 1, 2015, the Task Force issued a report that made several recommendations.
