This bill lowers the current tax rates by .05% for each bracket. The bill also creates a new tax bracket at $125,000 with a rate of 7.05%, and an additional bracket at $250,000 with a rate of 7.80%. The bill also provides a tiered reduction of the otherwise available itemized deduction based upon the individual’s taxable income.

An Act To Amend Titles 14 And 29 Of The Delaware Code Relating To Oversight Of Charter Schools. [HB-186]
Currently, all school districts, including vocational schools, are subject to the Auditor of Accounts. Edits to the November 2010 Charter School Manual removed instructions for charter schools to go through Auditor of Accounts when contracting for audits. There is presently no legislative authority to require charter schools to submit to the Auditor of Accounts processes. This bill adds charter schools to the list of entities for audits through the Auditor of Accounts. The bill takes effect so that the Auditor of Accounts shall conduct postaudits

An Act To Amend Title 24 Of The Delaware Code Relating To Private Investigators And Private Security Agencies. [HB-213]
This bill changes the requirements for security guards, private investigator licenses by (a) making the qualifications uniform for both occupations; (b) providing that a license may still be issued for persons convicted of 2 or less of certain misdemeanors, so long as the misdemeanors are more than 7 years old; and (c) disqualifying juveniles adjudicated delinquent of a felony level offense unless they are at least 21 years old. The bill also provides for uniformity across all the licensees in Chapter 13 of Title 24.

This bill allows ground-based and hand-held sparklers and certain other nonexplosive, nonairborne novelty items regulated by the federal government to be sold and used in the State. The bill does not legalize firecrackers, bottle rockets, aerials, or any other device that explodes or shoots into the air. The use of those items that may be sold only to persons 18 years of age and older is limited to July 4th and December 31st of each year and sales are limited to the 30 days prior to the allowable use day. This Act enables the prosecution of animal fighting under Delaware’s Racketeering and Organized Crime statute. Animal fighting is often linked to other forms of criminal activity, such as illegal drug distribution, gun running, prostitution, and other violent crimes. Including animal fighting in the definition of “racketeering” strengthens the ability of Delaware’s Department of Justice to prosecute those who abuse animals.
