An Act To Amend Title 11 Of The Delaware Code Relating To Unlawful Sexual Contact. [HB-130]
This bill creates a felony level offense for a person that is a health professional and in the course of providing professional health services to the victim, intentionally has sexual contact with the victim. This bill adds to the existing crime of unlawful sexual contact in the second degree and makes the conduct described therein as a felony offense, rather than a misdemeanor, due to the vulnerability of the victim as a patient seeking services from a health professional.

An Act To Amend Title 14 Of The Delaware Code Relating To Fees For Educator Licensure. [HB-146]
Delaware is one of only a few states that does not charge a fee for educator licensure or for certifications. Delaware processes approximately 10,000 applications for licensure and certification each year, in addition to other processing requests for current educators, such as plus credits. Because of reciprocity agreements and the lack of license fees in our state, the Department of Education processes approximately one to two thousand applications per year from applicants outside of the State of Delaware who do not become employed here. An Act To Amend Title 29 Of The Delaware Code Relating To The Periodic Review Of Regulations Adopted By Executive Branch Agencies. [HB-147]
On June 14, 2012, Governor Jack Markell signed Executive Order No. 36 (“EO 36”) to help reduce impediments to economic growth and to improve the efficiency of state government. EO 36 requires each Executive Branch agency to periodically review the regulations on its books for possible modification or elimination. Following a robust public outreach period and in-depth reviews by each agency, the EO 36 resulted in the modification or elimination of more than 100 regulations. An Act To Amend Title 20 Of The Delaware Code Relating To Eligibility For Burial In The Delaware Veterans Memorial Cemetery. [HB-170]
The eligibility criteria for interment at the veterans’ cemetery are not current. This bill makes Delaware consistent with the National Cemetery Administration (NCA) Directive 3210 dated January 18, 2011. NCA requires that a state cemetery be fully compliant with the directive. A state may impose a residency requirement, but abide by all other aspects of the law, or risk loss of funding.
