This act would repeal Section 111 of Title 22 of the Delaware Code in its entirety, and eliminate the limitations imposed upon municipalities to regulate firearms and ammunition within their jurisdictions. This act would leave in place the limitations imposed upon counties by Title 9 of the Delaware Code, Section 330 to regulate firearms and ammunition. According to the National Center for Injury Prevention and Control at the Centers for Disease Control, over 30,000 people in the United States die each year from gunfire. Many are children. An Act To Amend Title 24 Of The Delaware Code Relating To Home Inspectors. [SB-30]
This Bill amends Chapter 41 of Title 24 of the Delaware Code, which will go into effect on August 6, 2013. The grandfathering provision, Section 4108(d), is revised to require either not fewer than 250 home inspections in Delaware for compensation or five years of practice in the field of home inspection. This revision will ensure that applicants have significant, substantive work experience, without making licensure virtually impossible for many individuals currently practicing home inspection in Delaware. An Act To Amend Title 29 Of The Delaware Code Relating To The Redistricting Of The General Assembly. [SB-48]
This bill will create a process to have an eleven-member Commission appointed every ten years to redistrict the Senate and House of Representatives of the Delaware General Assembly. “The Redistricting Commission for the State of Delaware” will consist of ten members appointed by the leadership of the House and Senate majority and minority parties. An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [SB-63]
The Delaware State Police regulate scrap metal processors by requiring them to be licensed and to report electronically the receipt of certain articles which may turn out to be stolen so that they can be recovered by law enforcement agencies and returned to their lawful owner. This amendment more closely conforms the scope of the reporting requirement to the statutory definition of a scrap metal processor. See 24 Delaware Code 2301(6). This amendment will subject automotive dismantlers, or junkyards, to additional electronic reporting requirements
