Requiring Any Insurance Company Or Health Service Corporation Selling Individual And Small Group Market Insurance Products In Delaware To File A Report Detailing How They Distributed Savings To Delaware Consumers In Plan Year 2019 From The Federal Governments One Year Moratorium Of The Insurance Company Fee Created By The Patient Portability And Affordable Care Act Of 2010 To Delaware Consumers In Plan Year 2019. In January of 2018 the federal government passed the Federal Register Printing Savings Act, which included a moratorium in calendar year 2019 on a fee paid by health insurance companies or health service corporations to the federal government. The State of Delaware wants to ensure that savings received by the health insurers are passed along to Delaware consumers who buy health insurance plans in the individual market both on and off the health exchanges created by the Patient Portability and Affordable Care Act of 2010. Directing The Office Of Management And Budget, The Department Of Finance, And The Office Of The Controller General To Evaluate The Potential For Application Of Pay For Success Methodology In The State Of Delaware. [HR-20]
Pay for Success arrangements, whereby a government enters into a contract that ties payment for service delivery to the achievement of measurable outcomes, are an innovative tool being used by state and local governments. An Act To Amend Title 16 Of The Delaware Code Relating To Emergency Medical Services Systems. [SB-110]
This Act removes the Colonel of the New Castle County Police Department from the Delaware Emergency Medical Services Oversight Council ("DEMSOC") and replaces the Colonel with the Chief of the New Castle County Emergency Medical Services. An Act To Amend Title 21 Of The Delaware Code Relating To Personal Injury Protection Payments. [SB-161]
Under this Act, a provider of services under § 2118(a)(2)a.1. and 3. of Title 21 may not exceed the charges permissible under the fee schedule established by the Workers Compensation Oversight Panel for work-related injuries. And, this Act prohibits these providers of services from demanding or requesting any payments in addition to the charges authorized by this Act. It also requires these providers of services to adhere to health care practice guidelines and be subject to utilization review.
