An Act To Amend Title 15 Of The Delaware Code Relating To Registration Of Voters. [HB-79]
Section 1 of this Act updates Delawares existing Motor Voter Program to adopt an automatic voter registration process. Currently, when Delawareans apply for, renew, or replace a drivers license or identification card, they must choose to register to vote, update an existing registration, or decline registration. This bill would require eligible voters to instead opt out of having their information automatically shared with the Delaware Department of Elections for registration. An Act To Amend Title 18 Of The Delaware Code Relating To Captive Insurance. [HB-86]
This bill corrects an unintended consequence of House Bill No. 15 of the 148th General Assembly, signed into law by the Governor on June 24, 2015, by preventing double taxation of premium ceded to a series captive insurance company or protected cell. This bill also precludes premium taxation of series limited liability companies, exclusive of any series thereof, when premium is written only in the series of such of series limited liability companies.

An Act To Amend Title 15 Of The Delaware Code Relating To Early Voting. [HB-90]
This bill establishes in-person early voting for the State of Delaware. Registered voters will be allowed to vote in-person for at least 10 days prior to an election, up to and including the Saturday and Sunday immediately prior to the election at locations determined by the Commissioner. The Commissioner is also charged with determining whether such voting should occur by voting machine or paper ballot. An Act To Amend Chapter 51 Of Title 24 Of The Delaware Code Relating To Cosmetology And Barbering [HB-97]
This Bill modifies the impact of criminal history on an applicant's eligibility for licensure. It gives the Board discretion to grant waivers for a felony convictions for crimes committed against a person where more than 3 years have elapsed, and more than 2 years have elapsed for other felonies. The Board is precluded from considering a conviction where more than 10 years have elapsed since date of conviction.
