An Act To Amend The Delaware Code Relating To State Economic Development And Transferring The Functions Of The Delaware Economic Development Office To A Division Of The Department Of State. [HB-226]
Recognizing a fundamental economic change toward businesses that require innovation, The Honorable John C. Carney, Governor of the State of Delaware, issued Executive Order One on January 18, 2017 creating a Working Group of business and government leaders to study methods to improve coordination between the public and private sectors, attract growing businesses and foster economic development throughout the State. The Governor appointed members of the Working Group representing government, business leaders and the community.

An Act To Amend Title 14 Of The Delaware Code Relating To School Attendance. [HB-23]
This Act requires that any student over the age of 16 who wishes to leave school prior to graduation must obtain the written consent of the parent or guardian, and attend an exit interview where information is supplied regarding the likelihood of diminished earning potential and the increased likelihood of unemployment associated with dropping out. The school is also directed to explore whether there are support services, interventions or programs that might assist the student in remaining enrolled. An Act To Amend Title 14 Of The Delaware Code Relating To School Attendance. [HB-24]
This bill requires a conference with the parent or guardian of a student who has been absent without excuse for 5 days from school. A needs assessment will be performed to determine what supports or services will help the student and family improve school attendance. Moving the intervention forward to the fifth unexcused absence rather than the 10th may help to improve outcomes for Delawares students and help prevent students from disengaging from the school community and dropping out of school.

An Act To Amend Title 29 Of The Delaware Code Relating To Interactive Fantasy Contests. [HB-249]
An estimated 100,000 people in Delaware participate in some form of fantasy sports, whether it is a football or baseball league with their friends and family, or more recently, a daily or weekly contest against players from across the country. This legislation confirms that those contests are "games of skill" and, therefore, not a form of illegal gambling under Delaware law. An Act To Amend Title 4 Of The Delaware Code Relating To The Removal Of Partially Consumed Alcoholic Liquors From A Premise. [HB-284]
This Bill would allow all on-premises licensees who sell a bottle of alcohol (other than beer) to place a cap on the bottle and allow patrons to take it home with them for consumption later. Delaware was one of the first states to recognize that it was important that patrons who purchase a bottle of wine have the opportunity to take the remainder of the bottle home with them rather than face the choice of drinking more than they should and driving, or leaving part of the bottle they had paid for at the premise.

An Act To Amend Title 11 Of The Delaware Code Relating To Possession Of Deadly Weapons By Persons Prohibited And Title 16 Of The Delaware Code Relating To Health And Safety. [HB-285]
This Act is designed to create procedures in Delaware for making sure firearms are not in the hands of dangerous people while protecting due process and not creating a barrier to care for those suffering from mental illness. An Act To Amend Title 14 Of The Delaware Code Relating To Educator Licensure. [HB-286]
Enactment of the Every Student Succeeds Act amended the Individuals with Disability Education Act (IDEA) by mandating that special education teachers must have obtained full certification and may not be working under emergency certifications. The Delaware Department of Education must stop issuing emergency certifications in special education in order for for the State to continue receiving $36 million in federal IDEA funding for our schools.

An Act To Amend Title 21 Of The Delaware Code Relating To Driving Under The Influence. [HB-294]
Section 1 of this Act transfers from the Department of Safety and Homeland Security to the Department of Health and Social Services the responsibility for establishing, administering, adopting rules and regulations, and setting fees for courses of instruction and programs of rehabilitation for those whose licenses have been revoked for driving a vehicle under the influence of alcohol or any drug, or both.
