An Act To Amend Title 19 Of The Delaware Code Relating To Unemployment Compensation. [HB-170]
Section 1 of this Act provides an alternate claim base period for individuals who have not earned sufficient wages in the first four of the last five completed calendar quarters base period to become monetarily eligible for unemployment insurance benefits. The alternate base period will be the four most recent completed calendar quarters immediately preceding the effective date of the claimant’s unemployment insurance claim. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-176]
This bill increases the minimum fine for the first offense of Graffiti from “$500” to “$1000” and increases the hours of community service from “200” to “250”. The bill also increases the minimum fine for the second or subsequent offense of graffiti to “$2000” and increases the hours of community services to “500” hours.

This bill requires all independent unlicensed clinical social work practitioners in Delaware to obtain a license for the continued practice of social work. An Act To Amend Title 30 Of The Delaware Code Relating To Lodging Tax. [HB-188]
This Act expands the scope of Delaware’s public accommodations lodging tax to include temporary and seasonal rentals for less than 5 months. It also provides for a reduction in the amount of the lodging tax imposed to take into consideration any existing tax imposed by a county or municipality as of the effective date of the Act’s provisions. Finally, the act requires owners of rental unit to annually obtain a Rental Unit License from the Department of Finance at a cost of $50.00.

An Act To Amend Titles 3 And 29 Of The Delaware Code Relating To The Licensing Of Venues Which Did Not Conduct Harness Racing During 1992 As Video Lottery Agents. [HB-194]
This Act authorizes any holder of a valid Delaware thoroughbred or harness racing license granted as of September 1, 2008: (1) the right to become a video lottery agent if it otherwise meets the eligibility criteria for licensure; (2) the obligation to maintain a certain minimum number of harness racing race days; and (3) the duty to make payments to the State Lottery Fund comparable to those made by existing video lottery agents. An Act To Amend Title 18 Of The Delaware Code Relating To Developmental Screening Of Infants And Toddlers. [HB-199]
This Act requires that private health insurers in Delaware cover the developmental screenings for infants and toddlers that are recommended by the American Academy of Pediatrics and the Delaware Early Childhood Council. Such screenings are already covered for children in the state’s Medicaid program. The estimated cost to policyholders of covering these screenings is three cents per member per month.
