An Act To Amend Title 30 Of The Delaware Code Relating To Gross Receipts Taxes. [HB-495]
This Act decreases certain business and occupational tax rates, known as gross receipt taxes, by 6.7% across the board. The reduction is funded by a reduction in the State workforce by 500 positions, through attrition, implemented on a rolling basis. The $13 million in savings resulting from workforce reduction covers the 6.7% Gross Receipts tax reduction, valued at $13 million. Additional State revenue is expected as a result of businesses having an additional $13 million to put back into the economy.

This Bill requires the Secretary of the Department of Health and Social Services to implement a mandatory dress code for all Department employees working at the Delaware Psychiatric Center (DPC) within one year of the date of enactment of this Bill, subject to funding by the Legislature. The intent of this Bill is to help delineate employees of the DPC from patients thereof with the purpose of increasing visibility of such employees.

An Act To Amend Title 7 Of The Delaware Code Relating To Protected Wildlife. [HB-67]
This act increases the penalties for illegally hunting wild turkeys. Delaware began its Wild Turkey Restoration project in 1984 with the release of 34 trapped birds from Pennsylvania, New Jersey and Vermont. To enhance genetic diversity and speed up the stocking of birds in all available habit, additional wild turkeys were acquired from other states, at a cost of approximately $500.00 per bird. Although the cost to purchase and import wild turkeys is very expensive, the penalties levied on individuals who illegally hunt these birds are minimal.

In domestic violence situations, family pets are often a barrier to a victim of domestic violence from leaving an abusive relationship. The pet can even become a tool of violence for an abusive partner or parent/ guardian who is willing to injure or kill a pet as a retaliation or as part of a pre-emptive strike designed to gain or maintain control by means of terrorism. This Act clarifies existing law to make clear that the Court may grant, among other relief, that a Petitioner be given possession of a family pet via a protective order.

An Act To Amend Title 11 Of The Delaware Code Relating To The Sale Or Transfer Of A Puppy Under The Age Of Eight Weeks Of Age. [HB-78]
Very young puppies learn bite inhibition and appropriate play behaviors during the 5th to 8th week with the mom and littermates. Puppies who are separated before this age are much more at risk for serious biting behaviors and dog to dog aggression. Health considerations are also important. This Bill makes it unlawful to sell or otherwise transfer a puppy until it is 8 weeks of age so their natural tendencies will be mitigated.
