This Act will make changes to Delaware’s law prohibiting Sexual Solicitation of a Child to ensure the safety of Delaware’s children from sexual predators, including the persons that promote sexual solicitation of a child and the persons that solicit children. This Act specifies that a person commits the offense of Sexual Solicitation of a Child or Promoting Sexual Solicitation of a Child through any method of electronic communications, in addition to other forms of communication. An Act To Amend Title 30 Of The Delaware Code Relating To State Taxes. [HB-27]
This bill allows school taxes and property taxes to be collected by tax intercept. The current law specifically prohibits school taxes from being collected by tax intercept. Currently millions of dollars of property taxes are owed to school districts and local governments and such taxes are difficult to collect. Tax intercept programs have been successful in collecting child support and other obligations owed the State and will help collections for education and other taxes.

An Act To Amend Title 16 Of The Delaware Code Relating To Clandestine Laboratories. [HB-28]
This bill makes it a crime to operate or attempt to operate a clandestine laboratory defined as any location on or in which a person assembles any chemicals or equipment which are intended to be used to or have been used to unlawfully manufacture a controlled substance or other substance in violation of the Uniform Controlled Substance Act. Any person convicted would also be responsible for all reasonable costs associated with remediation of the site and any other site resulting from the operation or disposal of substances or materials from a clandestine

An Act To Amend Title 21 Of The Delaware Code Relating To Arrest Without Warrant For Motor Vehicle Violations. [HB-280]
Delaware law enforcement agencies are currently limited to making arrests for cell phone and seatbelt violations to only when the offense occurs in the presence of the police officer. This bill adds these two violations to Title 21, Chapter 7, 701 along with speeding and red light violations as offenses where an arrest is permissible when an observing officer relays the violation information to another officer and is in a position to verify that the appropriate vehicle was stopped.

Certificates of origin for mopeds often lack a horsepower rating and imported mopeds are rated in kW and often converted incorrectly to horsepower. This has led to mopeds being titled inaccurately as motorcycles. The industry standard for moped engine displacement is 49cc. The horsepower rating in the original law is outdated as technology has made all vehicle engines more efficient. During hearings of the Animal Welfare Task Force, established by Senate Concurrent Resolution 44 in the 146th General Assembly, members of the public expressed serious concern about the lack in standardized training and certification of Animal Control Officers (ACOs) and Animal Cruelty Agents (ACAs).
