An Act To Amend Title 21 Of The Delaware Code Relating To Inspection Of Certain Motor Vehicles. [HB-204]
This Act allows reconstructed vehicles that are more than 25 years old to be exempt from emissions testing. Biennial safety and anti-tampering inspections would still be required. These reconstructed vehicles are typically show cars that are only used for club activities, parades, and exhibits similar to antique vehicles. Antique vehicles are currently exempt from emissions and safety inspection.

An Act To Amend Title 29 Of The Delaware Code Relating To The State Employees' Pension Plan. [HB-207]
This bill permits employees who are employed in positions that are classified as Hazardous Duty Level A-1 to retire at 25 years without any reduction. Those employees will pay a higher employee contribution rate. Those employees that continue to work past 25 years of service will have the multiplier used in the calculation of benefits increased for the years past 25 years. This bill establishes the Volunteer Emergency Responders Job Protection Act. An Act To Amend Title 16 Of The Delaware Code Relating To Information On Down Syndrome. [HB-214]
This bill requires that hospitals, physicians and other health professionals provide information about Down Syndrome and Down Syndrome resources and support groups to parents who have received a prenatal or postnatal diagnosis of Down Syndrome. An Act To Amend Title 21 Of The Delaware Code Relating To Rules Of The Road And Speed Restrictions. [HB-224]
The Delaware Code currently provides municipalities with discretion in the establishment of speed limits on roads within their respective jurisdictions in conjunction with an engineering and traffic investigation verifying the basis for change. The Department of Transportation has traditionally reviewed these requested changes. An Act To Amend Title 12 Of The Delaware Code Relating To Guardianships. [HB-227]
To preserve judicial resources while still providing appropriate protections for minors, this legislation modifies the current requirement to appoint a guardian in all cases involving minors who receive money or property through settlements, bequests, or other transfers. To protect the ultimate beneficiary, the funds must be deposited in certain approved financial instruments, as determined by court rule. An Act To Amend Title 17 Of The Delaware Code Relating To Highways, Roads And Bridges Generally. [HB-237]
This bill clarifies that the Delaware Department of Transportation has enforcement authority of the clear zones within the unincorporated areas of the State. An Act To Amend Title 25 Of The Delaware Code Relating To Agricultural Leases. [HB-243]
Currently possession actions involving rental of residential or commercial property fall within the exclusive jurisdiction of the Justice of the Peace Court. There is no clear statement of jurisdiction for agricultural leases, though the possession issues are similar. This legislation provides that the Justice of the Peace Court has exclusive jurisdiction over agricultural lease matters and requires that service of process for any such action shall be provided by either personal service or certified mail, return receipt requested.
