This bill amends the Charter of the Town of Milton to place a “hard” cap of $1.75 million on the amount of real property taxes that the Town can levy and collect. Currently, the Charter provides a “soft” cap of 0.5% of the total assessed value within the corporate limits, which calculates to about $2 million presently.

An Act To Amend Title 26 Of The Delaware Code Relating To Renewable Energy Portfolio Standards. [HB-414]
This Bill is designed to clarify certain issues that have arisen in the administration of 354(i) and (j) of Delaware’s Renewable Energy Portfolio Standards Act (“REPSA”), which were added to REPSA in 2010. The Bill resolves those issues and makes clear the intent of the Delaware General Assembly that purchases shall be frozen if the statutory thresholds are reached, and that any such freeze shall be lifted if the cost of the compliance with the REPSA can reasonably be expected to be under the statutory thresholds. An Act To Amend The Charter Of The Town Of Elsmere. [HB-432]
This bill amends the Charter of the Town of Elsmere. Section 1 removes a cap on the amount of indebtedness the Town may incur to meet “current expenses.” Section 2 places a cap on the power to borrow money for municipal repair and improvements at $20 million rather than the previous cap of 4 % of aggregate assessed real property value, and removes other language regarding the form and substance of revenue bonds. An Act To Amend Title 21 Of The Delaware Code Relating To Scrap Processors. [HB-441]
This Act requires scrap metal processors to upload the VIN into the NMVTIS by the end of the next business day and to have the vehicle cleared by the State Police auto theft technician before scrapping, dismantling, or altering the vehicle. This Act also removes the requirement that a salvage dealer or junk dealer certify to DelDOT within 30 days of buying a totaled vehicle for scrap.
