An Act To Amend Title 14 Of The Delaware Code Relating To School Board Elections. [HB-138]
Currently, the Sussex Tech School Board consists of 7 members appointed by the Governor, who serve 7 year terms. This bill will establish a 7 member board that is elected to serve for a 4 year term. There will be one board member elected from each Public School District with territory in Sussex County, to occur at the same time as local school board elections. The elections will be staggered and occurring on even numbered years, with the first elected terms to begin on July 1, 2016.

An Act To Amend Title 29 Of The Delaware Code Relating To Dna Analysis And Data Bank. [HB-141]
Currently the law requires that any person convicted of a crime identified under the section identifying sexual offenses, or offenses relating to children and incompetents must submit to DNA testing. The DNA testing is compiled and stored in the state DNA database. As many of these individuals are prone to repeat offenses, this database has proven to be a useful crime solving tool. Delaware is one of only a few states that does not charge a fee for educator licensure or for certifications. Delaware processes approximately 10,000 applications for licensure and certification each year, in addition to other processing requests for current educators, such as plus credits. On June 14, 2012, Governor Jack Markell signed Executive Order No. 36 (“EO 36”) to help reduce impediments to economic growth and to improve the efficiency of state government. EO 36 requires each Executive Branch agency to periodically review the regulations on its books for possible modification or elimination. This bill continues the process of updating the Liquor Control Act to make it more consumer-friendly. The bill allows stores that sell alcohol to open at 8:00 a.m., instead of 9:00 a.m., on Fridays and Saturdays during the months of October, November and December. The bill also allows stores that sell alcohol to open at 10:00 a.m. on Sundays, instead of noon, during the months of October, November and December.

This bill amends the Charter of the Town of Milton. Section 1 removes a limitation on the Town’s ability to adopt appropriate zoning and construction regulations for areas specifically near ponds, lakes, and rivers. The Town has adopted via ordinance construction and zoning regulations, with the latter being authorized in Chapter 3, Title 22 of the Delaware Code without the limitation presently in the Charter.
