An Act To Amend Title 23 Of The Delaware Code Relating To Pilotage Rates. [SB-17]
This bill establishes the pilotage rates for the Pilots’ Association for the Bay and River Delaware for 2014, 2015, and 2016. All rates have been agreed upon by the Pilots’ Association and key port industry representatives. The new pilotage rates provide for a 3% increase in years 2014, 2015, and 2016.

An Act To Amend Title 11 Of The Delaware Code Relating To Falsely Reporting That A Firearm Has Been Lost Or Stolen And Providing A False Statement To Law Enforcement Concerning Lost Or Stolen Firearms. [SB-18]
This Act makes clear that it is a class A misdemeanor to falsely report to a law enforcement agency that a firearm has been lost or stolen. The Act also increases the penalty for providing a false statement to law enforcement that a firearm has been lost or stolen intending to prevent, hinder or delay the investigation of any crime or offense.

An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [SB-194]
This Bill seeks to do four things. First, it brings the reporting requirements for pawnbrokers and secondhand dealers in line with those of the scrap metal processors. Next, it extends the deadline for reporting for scrap metal processors to close of business the next day. Third, it makes a clear exemption for businesses that take in trade ins as a substantial part of its business. Finally, it adds a cease and desist provision for those operating without a license.

This bill clarifies the roles and authority of the Delaware Division of Public Health Office of Animal Welfare and Delaware Department of Agriculture. The Office of Animal Welfare was established to consolidate and coordinate companion animal programs and address the treatment of companion animals in Delaware by reviewing and determining emerging issues needing attention for the protection of both animals and members of the public. An Act To Amend Title 12 Of The Delaware Code Relating To Escheatment. [SB-215]
This Act forbids the State Escheator from paying outside auditors by commission. This Act also requires re-bidding of auditing contracts at least every 3 years.
