Servicemembers have been afforded civil relief at the federal level under the Servicemembers Civil Relief Act, 50 U.S.C. App. 501 et seq. (the “SCRA”), or one of its predecessor statutes, since the Civil War. Similar to the purpose of the SCRA, this bill would provide for, strengthen, and expedite the national defense through protection extended to servicemembers of the United States to enable such persons to devote their entire energy to the defense needs of the Nation. An Act To Amend Title 18 Of The Delaware Code Relating To The Required Coverage For Volunteer Ambulance Company Services. [SB-207]
In 1999, House Bill 332 established new response time goals and certification standards for the delivery of basic life support and emergency medical services. In order to meet the new standards, volunteer ambulance companies needed to hire paid EMTs and ambulance attendants to ensure the availability of sufficient numbers of trained, certified staff on a 24 hour, 7 days a week basis to meet the new response time goals. An Act To Amend Title 14 Of The Delaware Code Relating To Good Cause. [SB-218]
This bill amends the definition of good cause to include reported and recorded acts of Bullying as previously defined in Delaware Code. This definition change would allow bullying along with the other factors currently listed under “good cause” to terminate the 1 year charter agreement or 2 year district choice agreement required by law.

An Act To Amend Title 25 Of The Delaware Code Relating To Manufactured Homes And Manufactured Home Communities. [SB-238]
This legislation will require manufactured home community owners to provide prospective tenants with a copy of the proposed rental agreement, a copy of the rules, standards and fee schedule of the manufactured home community, a copy of the Manufactured Home Owners and Community Owners Act, and a summary of the Act written by the Attorney General at the time the prospective tenant obtains an application for tenancy in the community, to ensure that prospective tenants have ample time and opportunity to review the documents prior to entering the community.

An Act To Amend Title 16 Of The Delaware Code Relating To The Volunteer Firemen’s Pension Plan. [SB-240]
This bill clarifies that a participating volunteer fire company or ladies auxiliary in the Delaware Volunteer Firemen’s Pension Plan has the ability to withdraw from the plan. As part of that withdrawal process the company or auxiliary would pay a withdrawal liability payment that would be used to pay the retirement benefits of their member’s accrued benefits and ensure the actuarial soundness of the Fund for the remaining Employers.
