An Act To Amend Title 11 Of The Delaware Code Relating To Bail. [HB-39]
This Act will make changes to Delaware’s bail statutes that will reduce the crimes committed by dangerous and violent offenders who have been released on bail only to commit additional crimes. The Act will require any court setting bail to require the Defendant to refrain from committing any additional criminal offenses and to consider the safety of the victim and the community and certain objective factors about the crime and the Defendant’s criminal history when determining the type and amount of bail. An Act To Amend Title 29 Of The Delaware Code Relating To Certain Positions In The Court Of Common Pleas And The Justice Of The Peace Court. [HB-392]
This legislation designates court security positions in the Court of Common Pleas and uniformed services supervisor positions in the Justice of the Peace Court as exempt from the State of Delaware Merit Rules, thereby placing them under the Judicial Branch Personnel Rules, consistent with similar positions in the Superior Court. Section 2 of this Act allows any incumbent to elect to be governed by the Judicial Branch Personnel Rules or remain in the Merit System.

An Act To Amend Title 29 Of The Delaware Code Relating To State Procurement. [HB-393]
This bill requires that, for emergency procurement, in addition to a preference for Delaware labor, there will be a preference for hiring companies with their principal place of business in Delaware. For a violation of that requirement, the hired entity may be fined an amount equal to the compensation.

This bill will provide that when a municipal department is conducting an internal affairs investigation of a Council on Police Training Certified Police Officer pursuant to Delaware Code a certified officer from another department can conduct the investigation. This is necessary when the department is a small department who does not have the necessary staff to conduct the investigation.

An Act To Amend Title 7 Of The Delaware Code Relating To Finfish. [HB-41]
This bill forbids the possession, sale, offer for sale, and distribution of shark fins in the State of Delaware. Shark finning (whereby a shark is caught, its fins cut off and the carcass dumped back in the water while the shark is still alive) is already prohibited by federal law and Delaware regulations and is not currently being practiced by Delaware fishermen.
