An Act To Amend Title 11 Of The Delaware Code Relating To Fines, Costs, Penalties, And Forfeitures. [HB-315]
In 1999, House Bill 332 established new response time goals and certification standards for the delivery of basic life support and emergency medical services. In order to meet the new standards, volunteer ambulance companies needed to hire paid EMTs and ambulance attendants to ensure the availability of sufficient numbers of trained, certified staff on a 24 hour, 7 days a week basis to meet the new response time goals. An Act To Amend Title 30 Of The Delaware Code Relating To The Research And Development Tax Credit. [HB-318]
This Act doubles the research and development tax credit available to smaller businesses while keeping in place the annual cap of $5 million for the credit as a whole. Currently, all businesses are entitled to a state tax credit that is equal to half of the corresponding federal tax credit for R&D activity occurring in Delaware. Under this Act, businesses with less than $20 million average annual gross receipts for the most recent four years are entitled to a credit equal to 100% of the corresponding federal credit.

As existing law has failed to make licensed midwifery services available to Delaware mothers who do not belong to very specific religious sects, a public process was followed in 2013-2014 to identify a better system, incorporating both Delaware systems, and other states' best practices for midwifery licensure. An Act To Amend Title 29 Of The Delaware Code Relating To The Freedom Of Information Act. [HB-321]
This bill requires the Attorney General to engage in educational efforts aimed at FOIA coordinators for all public bodies in this State. FOIA coordinators serve an important role as the first point of contact between government and citizens seeking public records to observe the performance and monitor the decisions of public officials. By increasing the knowledge of FOIA coordinators about the Freedom of Information Act, the government can be more accountable to the citizens of this State.
