An Act To Amend Title 21 Of The Delaware Code Relating To Scrap Processors. [HB-441]
This Act requires scrap metal processors to upload the VIN into the NMVTIS by the end of the next business day and to have the vehicle cleared by the State Police auto theft technician before scrapping, dismantling, or altering the vehicle. This Act also removes the requirement that a salvage dealer or junk dealer certify to DelDOT within 30 days of buying a totaled vehicle for scrap.

An Act To Amend Title 25 Of The Delaware Code Relating To Abandoned Personal Property [HB-68]
As the law stands now, following a writ of possession, a Landlord must store a manufactured home of the tenant that was left unclaimed for 30 days. Following that 30-day period, the home is deemed abandoned by operation of law, and the Landlord may dispose of the home as the Landlord wishes. However, in order to acquire title to the home, the Landlord must wait 1 year under Chapter 40. This bill will permit the Landlord to acquire title following the 30 day waiting period.

This bill implements the NAIC’s revised Standard Valuation Law (SVL). The revised model authorizes a principle-based reserve (PBR) basis for life, annuity and accident and health contracts. A PBR valuation is a reserve valuation that uses one or more methods or one or more assumptions determined by the insurer pursuant to requirements contained in the SVL and the valuation manual.
