An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-176]
This bill increases the minimum fine for the first offense of Graffiti from “$500” to “$1000” and increases the hours of community service from “200” to “250”. The bill also increases the minimum fine for the second or subsequent offense of graffiti to “$2000” and increases the hours of community services to “500” hours.

An Act To Amend Title 24 Of The Delaware Code Relating To Professions And Occupations [HB-184]
This bill requires all independent unlicensed clinical social work practitioners in Delaware to obtain a license for the continued practice of social work. This bill does not apply to clinical social work practitioners whose sole source of employment or income is through an agency of the state or federal government.

An Act To Amend Title 15 Of The Delaware Code Relating To The Agreement Among The States To Elect The President By National Popular Vote. [HB-198]
This act enters Delaware into an interstate compact known as the Agreement Among the States to Elect the President by National Popular Vote. Article II of the U.S. Constitution gives the states exclusive and plenary authority to decide the manner of awarding their electoral votes. Under the compact, the state agrees to award its electoral votes to the presidential ticket that receives the most popular votes in all 50 states and the District of Columbia. An Act To Amend Title 11 Of The Delaware Code Relating To The Crime Of Murder In The First Degree And The Classification Of Offenses. [HB-204]
On December 22, 2008, Delaware City Fire Company paramedic Michelle Smith was tragically killed in the line of duty by a reckless driver. Under current Delaware law, a person who recklessly causes the death of an on-duty law enforcement officer, corrections employee or fire fighter is guilty of murder in the first degree and eligible for capital punishment. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-206]
This bill increases the penalties for the crime of “sex offender unlawful sexual conduct against a child” when the victim is under the age of eighteen and has a cognitive disability. Additionally, the bill amends the definition of “without consent” as it applies to sex crimes to help protect individuals with cognitive disabilities.

An Act To Amend Title 11 Of The Delaware Code Relating To The Special Law Enforcement Assistance Fund. [HB-207]
This bill specifies that funds from the Special Law Enforcement Assistance Fund shall be used for the additional limited purpose of constructing a memorial consistent with and in furtherance of House Joint Resolution No. 3 of the 145th General Assembly. An Act To Amend Title 31 Of The Delaware Code Relating To The State Public Assistance Code. [HB-219]
This Act makes chiropractic manipulation of the spine to correct subluxation eligible for reimbursement under the State’s public assistance code. Such treatment has been eligible for Medicare reimbursement since 1972 and, therefore, this act brings Delaware law into accord with the Medicare statutes and implementing regulations.
