Currently there is not a crime of strangulation in Delaware's criminal code. Cases of strangulation have been prosecuted using the crime of assault or even the misdemeanor charge of offensive touching. This Act recognizes the severity of the crime of strangulation by making it a stand-alone felony. Strangulation is a leading indicator in domestic violence deaths. Delaware would become the 19th state with a strangulation felony law on the books.

An Act To Amend Title 6 Of The Delaware Code Relating To Retail Gasoline Station Compliance. [SB-219]
This Bill transfers the responsibility for the administration of the Office of Gasoline Sales from the Department of Transportation, Division of Motor Vehicles to the Weights and Measures Unit of the Department of Agriculture to better optimize resources and minimize the number of unnecessary compliance visits conducted by the State. Applicable sections of the code are being repealed to be transferred to Title 30, Chapter 51 for administration by the Division of Motor Vehicles and the promulgated regulations for Title 6, Chapter 29 are incorporated

An Act To Amend Title 11 Of The Delaware Code Relating To Crimes Against Children And Specific Offenses. [SB-229]
This Act implements one of the recommendations made in the Final Report of the Independent Review of the Earl Brian Bradley Case which was commissioned by the Governor and was issued on May 10, 2010. The Act clarifies who is in a “position of trust, authority or supervision over a child” and may therefore be subject to the enhanced penalties associated with the crimes defining sexual abuse of children. This Act also consolidates those provisions of the present criminal code concerning rape and unlawful sexual conduct that contain “position of trust”

As of July 1, 2011, this Act requires the State and its political subdivisions to verify employment authorization status for all new hires; requires public employers to only contract for physical performance of services within this State with contractors and subcontractors who verify employment authorization status; and requires, except for enumerated exceptions, that all state agencies and political subdivisions verify the lawful presence of those 14 years of age and older who apply for public benefits.
