An Act To Amend Title 21 Of The Delaware Code Relating To Child Helmet Requirements. [SB-105]
Persons under age 18 must wear a helmet when operating or riding as a passenger on a bicycle, motorized skateboard or scooter, all terrain vehicle (ATV), off-highway vehicle (OHV), or electric personal assistive mobility device (EPAMD). See Title 21 Del. C. §§ 4198K, 4198N, 6823, and 4098O respectively. This bill would achieve consistency by requiring moped and triped operators and passengers to wear a helmet if under age 18. An Act To Amend Title 11 Of The Delaware Code Relating To The Delaware Police Accreditation Commission. [SB-124]
This bill appoints the Secretary of the Department of Safety and Homeland Security as Chair of the DPAC and removes the President Pro Tem and the Speaker of the House from the Commission. This bill also makes technical corrections in conformance with the Legislative Drafting Manual and clarifies that members may appoint a designee to serve in their place and at their pleasure.

An Act To Amend Title 16 Of The Delaware Code Relating To Exemptions From Liability For Individuals Rendering Emergency Care. [SB-147]
Immunity from liability for individuals rendering emergency care is addressed in many sections of the Delaware Code. There are several separate statutes providing immunity for specific professions and even for lay individuals providing specific types of assistance. Section 6715 of Title 16 provided immunity to Firemen, policemen or volunteer ambulance or rescue squad members rendering emergency care until it was transferred to § 6801 of Title 16 in 1971.
