An Act To Amend Titles 16 And 29 Of The Delaware Code With Respect To Drug Overdose Fatalities. [SB-174]
This legislation creates a Drug Overdose Fatality Review Commission, similar to commissions that the state has in place to review child deaths and the deaths of domestic violence victims. The purpose of the Commission is to examine the facts and circumstances of deaths resulting from prescription opioid, fentanyl and heroin overdoses and make recommendations to the state based on those examinations as to how to prevent future overdose deaths.

An Act To Amend Title 30, Chapters 5 And 20 Of The Delaware Code Relating To Business Tax Credits. [SB-200]
The Delaware Commitment to Innovation Act promotes research and development in Delaware and encourages employers to locate or retain their headquarters here. Section 1 of this Act provides for adjustment of the applicable threshold for the research and development tax credit offered to small businesses. Section 2 of this Act updates the State’s research and development tax credit. An Act To Amend Title 9 And Title 22 Of The Delaware Code Relating To Acknowledgment Of Deed Restrictions In An Application For A Building Or Construction Permit. [SB-211]
This Act requires a person applying for a building or construction permit to certify that the construction project does not violate any deed restriction applicable to the property and that the person understands a violation of a deed restriction may result in legal action and require the person to be liable for court costs and reasonable attorney fees incurred by the person authorized to enforce the deed restrictions.

An Act To Amend Title 11 Of The Delaware Code Related To Cruelty To Animals. [SB-22]
This bill allows first responders to use reasonable force to remove an animal confined in a motor vehicle under conditions likely to cause suffering, injury or death. The bill also allows a person removing an animal to use reasonable means to contact the owner and if unable to locate the owner, take the animal to an animal shelter. The bill provides for issuance of a fine in an amount no higher than $1,000 for a first offense.

An Act To Amend Title 29 Of The Delaware Code Relating To The Division Of Libraries. [SB-227]
This bill clarifies that the Delaware Division of Libraries has taken increased responsibility for coordinating state library technology over the last decade. This bill also provides an amendment for new major library construction projects which provides matching funding for these initial projects to acquire new technology and book collection materials not attached to the physical structure of the building.
