An Act To Amend Title 29 Of The Delaware Code Relating To Fiscal Projections. [HB-358]
This bill adds incoming revenue, if any, as part of a full-cost analysis of fiscal projections, often referred to as fiscal notes or F/N. Consideration would be given to the economic implications caused by action of the General Assembly in creating jobs and the revenue that might be generated, as well as predictable revenue calculated by contract or direct action.

An Act To Amend Title 29 Of The Delaware Code Relating To The Freedom Of Information Act. [HB-369]
This Bill deems as public reports any non-security reports regarding State agencies paid for by public funds, including accreditation reports of all State agencies, but only after all personal identification data of students, patients, wards of the State, and recipients of State services are redacted.

An Act To Amend Title 24 Of The Delaware Code Relating To Licensure For Plumbing Contractors And Heating, Ventilation, Air Conditioning, And Refrigeration Contractors [HB-377]
This bill addresses an inequity in licensing procedures for out of state contractors in the plumbing and heating, ventilation, air conditioning and air refrigeration (“HVACR”) fields. Currently a licensed contractor from any state can obtain a Delaware plumbing or HVACR license by simply paying a fee and proving that the contractor is licensed elsewhere. Some states do not offer the same reciprocity, and instead require Delaware contractors take a written test, pay a fee, and satisfy all licensing criteria for that state. An Act To Amend Title 14 And Title 21 Of The Delaware Code Relating To School Buses. [HB-379]
This Act makes a technical correction to the Delaware Code. In particular, during the First Session of the 145th General Assembly, the State Board of Education asked to be removed from oversight of the school bus regulations (HB 231 w/SA 1). This Act clarifies the scope of oversight for the design and operation of school buses by the Secretary of Education, with the advice of the Director of Division of Motor Vehicles (DMV). This Act aligns Delaware law with the federal requirements of the reauthorized Individuals With Disabilities Education Act relating to the content of prior written notice, the requirements for the appointment of educational surrogates, and the applicable timelines for an administrative due process hearing.
