An Act To Amend Title 25 Of The Delaware Code Relating To Liens. [HB-258]
This bill simplifies the procedures for selling a vehicle to satisfy a lien. Under the current law, a garagekeeper must institute a proceeding in a Justice of the Peace Court for permission to hold a sale for every vehicle for which the owner does not pay the repair bill. If this bill is enacted, the owner and all those with a security interest in the vehicle will be provided notice of the garagekeeper’s intent to sell the vehicle and the owner or other person must affirmatively apply to the Justice of the Peace Court within 60 days for a hearing.

An Act To Amend Title 14 Of The Delaware Code Relating To School Bullying. [HB-268]
This bill requires that all reported incidents of bullying regardless of whether the incidents could be substantiated are reported to the Department of Education by a school district or charter school. The bill also requires that the telephone number of the Department of Justice School Ombudsman be provided to parents, students, faculty and staff and be displayed throughout schools. This bill provides that a person who is convicted of graffiti and was under the age of 21 at the time of the offense shall lose his/her driver’s license for a period of 30 days for the first offense and between 90 and 180 days for a second or subsequent offense.

An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Tax Credits. [HB-275]
This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.
