This bill requires the Department of Health and Social Services to adopt standards for the approval of and to approve certain training programs relating to the possession of epinephrine and the administration of epinephrine in emergency situations; and authorizes certain individuals to obtain epinephrine, and administer epinephrine in emergency situations.

An Act To Amend Title 17 Of The Delaware Code Relating To Variable Message Signs On State Toll Highways. [HB-150]
This bill prevents the installation and operation of variable message signs intended to be read by those traveling on the tolled portions of State Route One. The only exceptions would be for those that are installed and operated for official Department purposes, such as the existing VMS now on State Route One.

An Act To Amend Title 1 Of The Delaware Code Relating To Distribution Of The Delaware Code And Supplements. [HB-151]
This bill recognizes that the Delaware Code is now available online and that fewer printed copies of the Delaware Code are necessary. The current Code outlines a minimum number of printed copies to be provided to each agency and certain officials throughout the State. Many agencies have requested fewer printed copies, but the current Code and policy requires Legislative Council to provide them. All copies and supplements are paid centrally by Legislative Council. An Act To Amend Titles 3 And 7 Of The Delaware Code Relating To Water Allocation Permits And Licenses, Or Permits To Construct, Extend, Or Operate An Irrigation Well Or Surface Water Intake. [HB-158]
This bill transfers from the Department of Natural Resources and Environmental Control to the Department of Agriculture the control of procedures for the issuance of water allocation permits that reserve the right of permit holders to use 20 acre-inches of water per year, but not more than 10 acre-inches per month from an irrigation well or surface water intake on farms or farmlands in the State. An Act To Amend Chapter 326, Volume 67 And Chapter 353, Volume 72 Of The Laws Of Delaware And Title 7 Of The Delaware Code Relating To The Delaware Hazardous Substance Cleanup Act. [HB-163]
This Act eliminates the sunset provisions of the Delaware Hazardous Substance Cleanup Act. The Hazardous Substance Cleanup Act was enacted by the General Assembly in 1990 and re-authorized in 2000. During its time, the Act has enabled the Department of Natural Resources and Environmental Control to assist with the clean-up of 21 federal Superfund sites and 204 state-led sites, contribute to the revitalization of 155 Brownfield properties, and close 187 leaking underground storage tank locations. An Act To Amend Title 29 Of The Delaware Code Relating To A Semi-monthly Method Of Payment Of State Officials And Employees. [HB-171]
This bill restores the semi-monthly pay system for State officials and employees. The current bi-weekly payroll system creates a 27th pay period in 2011, effectively costing the taxpayers $54,000,000 in pay beyond the specified salaries of State officials and employees. This calendar problem will recur approximately every 9 years unless corrected.

An Act To Amend Title 29 Of The Delaware Code Relating To The Freedom Of Information Act. [HB-176]
This bill clarifies that the term “public record” as it appears in the Freedom of Information Act (FOIA) includes information collected or compiled by a State agency regarding the hours worked in a merit position held by an elected official who is also a State merit system employee. ‘Information collected or compiled’ includes but is not limited to electronic-swipe and other time-clock documents that record when an employee enters or exits the workplace.
