This Bill amends the careless or inattentive driving law by enhancing the penalty for a careless or inattentive driver who contributes to the serious physical injury of a vulnerable user in a public right of way. The Bill defines vulnerable uses in public right of ways.

An Act To Amend Title 29 Of The Delaware Code Relating To Freedom Of Information. [SB-283]
This Act requires the Attorney General to screen challenges to public record request denials, if a state agency is involved. All such alleged violations must first be reviewed by the Chief Deputy. If the Chief Deputy determines that an agency should have produced the requested records, the Attorney General’s Office may not represent the agency in any further legal action if that agency fails to comply with the Chief Deputy’s decision. An Act To Amend Titles 16 And 24 Of The Delaware Code Relating To The Reporting Of Abuse And Unprofessional Practice. [SB-297]
This act promotes the reporting of child abuse and allegations of unprofessional practice by healthcare practitioners and institutions. An Act To Amend Title 24 Of The Delaware Code Relating To The Imposition Of Fines By The Board Of Medical Practice. [SB-298]
This act increases the incentive for persons with a mandatory reporting obligation under the Medical Practice Act to comply with their obligation under that Act. Sections 1 and 2 of the bill give the Board of Medical Practice additional flexibility to impose appropriate fines by increasing the range of fines from a maximum of $5,000 to a maximum of $10,000 for a first violation and $50,000 for a subsequent violation. An Act To Amend Title 14 Of The Delaware Code Relating To Foster Care And The Seed Program. [SB-41]
This Act would allow children who are leaving foster care to have access to the SEED scholarship, without the condition that they begin their higher education immediately after high school. This Act also allows them to attend school part-time. These exceptions are necessary because children aging out of foster care have the unique responsibility to support themselves and may not be able to follow the traditional timetable that children with the support of a more traditional family are able to follow.

An Act To Amend Title 14 Of The Delaware Code Relating To Student Assessment And Academic Promotion. [SB-68]
This legislation eliminates the DSTP, and requires its replacement beginning in the 2010-2011 school year with a test administered at a minimum in each grade level 2 through 10 at the beginning of the school year and at least one more time later in the year, to assess student progress over the course of the year as well as providing a benchmark for student, school, and district achievement. An Act To Amend Titles 10 And 29 Of The Delaware Code Relating To Real Property Acquisition And Eminent Domain. [SB-7]
This Bill requires state, county, or municipal governments, or State agencies or other condemning entities to use their eminent domain authority solely for “public use” and defines that term. The Bill specifically states that benefits derived from economic development do not constitute a public use. The Bill also includes notice to property owners of the asserted public use and this policy.
