This bill allows the public to have access to meetings of the Delaware General Assembly except for caucuses. Additionally, the bill allows the public to have access to records of the Delaware General Assembly. The current exceptions that apply to public bodies and public records would apply to meetings and records of the Delaware General Assembly.

An Act To Amend Title 11 Of The Delaware Code Relating To Failure To Appear At Trial. [HB-108]
This Act increases the penalties for failure to appear at trial. Under present law it is often to a defendant’s advantage not to appear for trial, as the State’s witnesses often become less cooperative the more often they are required to appear. The longer the defendant is a fugitive, the less likely the State will be able to go forward with its case. The penalties for failure to appear at trial ought to be sufficient to encourage the defendant to appear as required. This Act also makes necessary and complimentary changes to the criminal contempt

This bill will save the State of Delaware money by having school board elections on the date of the general election and it will increase the voter turnout for school board elections. Currently, school board elections are held on the second Tuesday of May and can occur in any year. An Act To Amend Title 16 Of The Delaware Code Relating To The Delaware Healthy Children Program. [HB-139]
This Bill extends Delaware’s Childrens’ Health Insurance Program (CHIP) to include reduced-cost health insurance coverage for children of families with personal incomes above 200% of the Federal Poverty Level. However, a cost-sharing program is to be implemented under CHIP whereby payments, as determined by DHSS, must be paid on behalf of the child for such care; notwithstanding the above, the cost-sharing provision of the bill is designed to have the new program impose no cost whatsoever on the State unless funds are specifically appropriated for
