An Act To Amend Title 29 Of The Delaware Code Relating To Fiscal Regulations Of The State And The Creation Of A General Fund Account For Disaster Relief. [HB-417]
This Act creates the Delaware Disaster Relief Fund based on a percentage of the General Fund Operating Budget. The Fund may be used in the case of natural or manmade disasters affecting the health and safety of the citizens of Delaware. This Fund will allow various State agencies to repair and resolve disaster problems quickly without impacting currently-funded projects. It will allow an orderly and timely response to emergency needs.

An Act To Amend Title 18 Of The Delaware Code Relating To Health Insurance [HB-420]
This Act is intended to prohibit the practice of “post-claims underwriting” by health insurers, as defined in Title 18 of the Delaware Code. Underwriting is the practice of determining, based upon information provided by an applicant for an insurance policy about the applicant’s health and background, whether the insurance company should offer the applicant a policy and, if so, what should be the terms and the cost of the policy. An Act Amending Title 17 Of The Delaware Code Relating To Reforestation Activities Of The Department Of Transportation. [HB-421]
This bill modifies the existing laws regarding tree replacement for DelDOT projects. It permits the planting of trees within a DNREC-approved and maintained conservation easement area within the same or an adjacent watershed, if the normal mitigation measures cannot be implemented with existing construction project limits. The bill also gives DelDOT the opportunity to prepare and approve the landscape plan required under this subchapter, which would be performed by DelDOT’s Roadside Environmental Group. An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Liquors, Offenses Concerning Certain Persons And The Creation Of A Civil Cause Of Action For Injuries Caused By Certain Persons. [HB-428]
This Act increases the minimum fine (from $100 to $250) for purchasing or providing alcohol to a person under the age of 21 and makes performance of community service mandatory for such an offense. The Act also establishes a civil cause of action which would allow a person injured by intoxicated minor (defined as person under the age of 21) to sue the adults or entity which provided alcohol to the minor. An Act To Amend Title 4 Of The Delaware Code Relating To Brewery-pubs And Microbreweries. [HB-447]
This Bill would permit the sale of beer made on the premises to consumers for consumption on the premises similar to that currently permitted under Delaware law for Farm Wineries. This will encourage tourism at the Microbreweries licensed in this State. Delaware law has permitted an individual to have an interest in up to two (2) Brewery-Pubs and a Microbrewery, but a strict reading of 546 would mean that the individual could only sell for consumption off of the premises at two of the three licensed premises.
