An Act To Amend Title 14 Of The Delaware Code Relating To A Financial Literacy Program For High School Seniors. [HB-273]
This bill establishes a mandatory financial literacy program for high school seniors in all public schools, including charter schools. The Secretary of the Department of Education and the State Treasurer shall develop and agree upon the curriculum of the program.

An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Tax Credits. [HB-275]
This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.

An Act To Amend Title 7 Of The Delaware Code Relating To Low Emission Vehicle Program. [HB-279]
The Department of Natural Resources and Environmental Control by regulation has adopted the California Low Emission Vehicle Program effective for all new model year 2014 and subsequent motor vehicles. This bill requires the General Assembly to approve any such program before it can become effective in Delaware. The action of the Department adopts all provisions of the California Code of Regulations and adopts any order or enforcement action taken by the California Air Resources Board as such regulations and actions existed on December 1, 2010.

An Act To Amend Title 9 Of The Delaware Code Relating To Capitation Tax. [HB-281]
This bill makes the Delaware law consistent in Sussex and Kent Counties by giving Sussex County government the same discretion as Kent County government to set its own capitation tax amount. As the law currently governs, Sussex County is required to set a minimum capitation tax amount of $3.00. This bill eliminates that requirement. New Castle County is not authorized to levy or collect a capitation tax.

An Act To Amend Title 3 Of The Delaware Code Relating To The Nutrient Management Commission. [HB-282]
The purpose of this act is to provide more equitable representation of Delaware’s diverse agricultural operations within the governing body of the Nutrient Management Program. Currently, Delaware’s significant equine industry has no representative on the Nutrient Management Commission. This act will provide for that representation.

This bill makes the Delaware law consistent in Sussex and Kent Counties by giving Sussex County government the same discretion as Kent County government to enact its personnel rules administratively. As the law currently governs, Sussex County is required to refer all proposed personnel rules to the county’s Personnel Board, which requires adequate public notice and a formal public hearing. An Act To Amend Title 29 Of The Delaware Code Relating To Public Hearings Pursuant To The Administrative Procedures Act. [HB-286]
This bill requires all State agencies to hold public hearings on all proposed regulatory changes except emergency regulations under 10119 of the Administrative Procedures Act and those presently exempted under 10113 of the Administrative Procedures Act. At present many agencies may choose not to hold public hearings for many proposed regulations. Agencies may choose to hold monthly meetings to consider proposed regulations, using existing staff and facilities to mitigate costs. An Act To Amend Titles 3, 5, 6, 7, 9 10, 11, 16, 23, 29 And 30 Of The Delaware Code Relating To Sheriffs And Sheriff Deputies. [HB-290]
This bill makes the Delaware law clear that the county sheriffs and their deputies do not have arrest authority. Historically the sheriffs and deputies have not exercised arrest authority and the Attorney General’s office has given an opinion that the sheriff’s “power to arrest is no greater than that shared by any citizen.”
