This Act removes the requirement that applicants for a marriage license state their race as part of the application process. Delaware is one of a small number of states that currently requires this information. This bill increases the minimum amount of property damage that triggers the mandatory reporting of a vehicular collision to police from $500 to $2,000. This bill also increases the minimum amount of property damage requiring police agencies to investigate from $1,000 to $2,000. This increase makes Delaware more consistent with other states and reflects the Legislatures intention in 1997 to increase the amount annually by $100.

In 2009, New Hampshire was the first state to develop a statewide Gun Shop Project, reaching out to gun shops regarding the role they can play in suicide prevention. In the years since, at least 21 other states have implemented similar campaigns. This Act establishes the Delaware Gun Shop Project (Project), under which the Division of Substance Abuse and Mental Health (Division) must develop relevant materials that may be posted conspicuously and available for distribution at Delaware gun shops.
