An Act To Amend Chapter 371, Volume 83 Of The Laws Of Delaware Relating To Motorcycle Safety. [HB-328]
Senate Bill No. 288 of the 151st General Assembly (Chapter 371 of Volume 83 of the Laws of Delaware) created a pilot program whereby motorcyclists are permitted to use pulsating headlights as a way to alert other drivers of their presence, without allowing the use of flashing lights that would otherwise be used on emergency vehicles. SB 288 contained a sunset clause providing that the pilot program would expire on January 1, 2025, unless the General Assembly took action to extend or remove the sunset clause. This Act makes it unlawful to possess, operate any motor vehicle with, purchase, install, manufacture, sell, offer to sell, or otherwise distribute a number plate flipping device. An Act To Amend Title 21 And Title 24 Of The Delaware Code Relating To Constables. [HB-22]
This Act provides that commissioned constables have the authority to direct traffic, if they are doing so while in the performance of the lawful duties of employment. In addition to explicitly granting constables this power under § 5609 of Title 24, the Act adds constables to the list in § 4103 of Title 21 of persons invested by law with the authority to direct, control, or regulate vehicle and pedestrian traffic. An Act To Amend Title 18 Of The Delaware Code Relating To Funeral Expenses For Certain Volunteers With Fire Or Ambulance Companies. [SB-29]
Section 1 of this Act increases to $10,000 the amount of funeral expenses which can be paid for the funeral of a deceased member of a volunteer fire company, volunteer fire company ladies auxiliary, or volunteer ambulance and rescue company. The amount of this benefit has not been increased since 2004 (See 74 Del. Laws, c. 339, § 1).

An Act To Amend Title 29 Of The Delaware Code Relating To Retired State Employee Pension Plan Burial Benefits. [SB-31]
Section 1 of this Act increases the burial benefit for individuals receiving a pension under the State Employees Pension Plan (Chapter 55 of Title 29 of the Delaware Code) from $7,000 to $10,000. The amount of this benefit has not been increased since 2001 (See 73 Del. Laws, c. 146, § 5).
