An Act To Amend Title 29 Of The Delaware Code Relating To The Joint Legislative Oversight And Sunset Committee. [SB-61]
This Act clarifies the authority of the Joint Legislative Oversight and Sunset Committee ("Committee") to hold over entities unless or until certain conditions are met or modifications are made. This Act also provides the authority for the Committee to recall an entity that has been released from review when the entity has the ability to meet the recommended condition or make the modification but has failed to do so, or when the Committee recommended legislation to amend an entity's governing statute or a related statute, but the legislation fails (continued...)

An Act To Amend Title 24 Of The Delaware Code Relating To The Board Of Nursing. [SB-63]
Section 1 of this Act updates the Delaware Code relating to the Board of Nursing (Board) by eliminating conflicting definitions of an advanced practice registered nurse in the Code, correcting inaccurate cross-references, and eliminating references to the Joint Practice Committee, a now defunct body, and replacing such references with the newly enacted Advanced Practice Registered Nurse Committee.

An Act To Amend Title 11 Of The Delaware Code Relating To The Delaware County And Municipal Police/firefighter Pension Plan. [SB-7]
This Act provides county and municipal police and firefighters with the same pension burial benefit that is provided to state employees effective July 1, 2016. This Act is named for Wilmington Firefighters Captain Christopher M. Leach, Lieutenant Jerry W. Fickes, and Lieutenant Ardythe D. Hope, who lost their lives fighting a house fire on September 24, 2016.

An Act To Amend Title 3 Of The Delaware Code Relating To The Delaware Agricultural Lands Preservation Act. [SB-74]
This Act fulfills recommendations made by the Joint Legislative Oversight and Sunset Committee. First, this Act adds language to establish the circumstances under which Trustees of the Delaware Agricultural Lands Preservation Foundation may be removed, using language standard to boards and commissions in this State. Second, this Act limits review of a preservation easement after 25 years of the easement's acquisition to only easements that were acquired before the enactment of this Act. An Act To Amend Title 29 Of The Delaware Code Relating To State Procurement. [SB-76]
This bill sets the standards by which certain contractors and subcontractors are required, independently or through agreement with other organizations, to provide craft training for journeyman and apprentice levels through a bona fide program approved by and registered with the State of Delaware or the United States Department of Labor for projects in which workers shall be paid the prevailing wage under § 6960 of Title 29.

An Act To Amend Title 21 Of The Delaware Code Relating To Rules Of The Road. [SB-78]
This Act enhances penalties for drivers who cause serious physical injury, as defined in § 222 of Title 11, to a vulnerable user, as defined in this Act. For a person to be guilty under this Act, the injured vulnerable user must be lawfully using a highway, defined in § 101 of Title 29 as "the entire width between boundary lines of every way or place of whatever nature open to the use of the public as a matter of right for purposes of vehicular travel . . . ."

An Act To Amend Title 16 Of The Delaware Code Relating To Carbon Monoxide Detection Devices. [SB-91]

An Act To Amend Title 7 Of The Delaware Code Relating To Finfishing. [SB-93]
This bill allows holders of gill net and hook and line permits to accept transfer of quotas from other commercial fishermen and catch the combined hook and line and gill net quota for striped bass using the equipment for which they hold a permit. The bill also allows commercial fishermen to use gill net tags during hook and line activities and hook and line tags during gill net activities. Additionally, the bill eliminates a specific reporting requirement.

An Act To Amend Title 29 Of The Delaware Code Relating To The State Employees Pension Plan. [SB-95]
This bill establishes a 20 year retirement for correction officers and specified peace officers within the State Employees Pension plan. The bill amends the multiplier prospectively for the calculation of pension benefits for correction officers and specified peace officers. For service prior to January 1, 2018 the multipliers of either 1.85%, 2.0% or 2.45% would continue to be in effect and then for years of service after January 1, 2018 a uniform multiplier of 2.5% for the first 20 years, plus 3.5% for years beyond 20 years.
