An Act To Amend Titles 14 And 29 Of The Delaware Code Relating To Administration Of School Property Tax Credits. [HB-99]
This bill would require that a resident 65 years of age or older claiming a tax credit against school taxes must be a resident of the state for at least 10 years before qualifying for such credit. The current requirement is only for 3-year residency. This bill makes a conforming change in the Code provision governing reimbursements from the General Fund. Creating The Delaware Anti-dumping And Anti-littering Solutions Task Force. [HCR-6]
Seeking to address the pervasive problems of littering and illegal dumping in Delaware, this concurrent resolution would create the Delaware Anti-Dumping and Anti-Littering Solutions Task Force. The task force would be charged with developing actionable strategies for curtailing littering and illegal dumping in The First State and delivering a report to the General Assembly and the governor as to how these policies could be implemented and financed. The task force would be required to report no later than April 1, 2018.

Recognizing The Need For Consistent And Preventative Subdivision Roadway Maintenance By The Delaware Department Of Transportation. [HJR-12]
The Delaware Department of Transportation currently uses a system to repair subdivision roadways in which a unit is dispatched only when a complaint is lodged with the Transportation Management Center. In order to avoid piecemeal repairs that waste valuable resources, the Delaware Department of Transportation will be directed by the Secretary of Transportation to review each subdivision roadway on a consistent basis that is in any subdivision that is at least 10 years old.

An Act To Amend Title 16 Of The Delaware Code Relating To Retired Research Animals. [SB-101]
Every year, over 100 million animals are used as subjects of scientific and medical research, as well as for educational purposes. As recently as 2015, over 19,000 cats and over 61,000 dogs were used in research. In Delaware in 2015, 82 cats and 85 dogs were used in research. While some dogs and cats are still obtained from Class B dealers, most dogs used in research today are bred either in laboratories or by private companies that sell strictly to labs. After these animals are used, they may be euthanized even though they may still be healthy

An Act To Amend Title 18 Of The Delaware Code Relating To Special Funds. [SB-11]
This Act relates to police and fire pension funds created under Title 18 of the Delaware Code. The General Assembly created a special fund in the hopes of ensuring adequate pensions for affected police officers and firefighters, and their surviving spouses. This has not come to pass with regard to all pensions, however. By way of example only, the average surviving spouse in the Wilmington Police and Fire retirement plan receives a pension of only $10,080, which is $1,090 dollars below the 2012 poverty level. An Act To Amend Title 16 Of The Delaware Code Relating To Emergency Medical Services Systems. [SB-110]
This Act removes the Colonel of the New Castle County Police Department from the Delaware Emergency Medical Services Oversight Council ("DEMSOC") and replaces the Colonel with the Chief of the New Castle County Emergency Medical Services.
