An Act To Amend Title 15 Of The Delaware Code Relating To Absentee Voting. [HB-47]
This bill removes the notary requirement for requests for absentee ballots. Delaware is the only state that requires a notary to authorize a voter's affidavit for an absentee ballot. In some cases, the potential voter may have to pay for the notary and Delaware essentially charges them to vote.

An Act To Amend Title 26 Of The Delaware Code Relating To Net Energy Metering. [HB-480]
This legislation increases access to Delaware's existing community solar program by expanding geographic eligibility requirements of the program. The legislation also ensures 15% of all community solar facilities provide savings to low-to-moderate income households, and enables community solar facilities to reach 5 megawatts in size, which will maximize solar savings and grow the number of homes that can subscribe to a program.

An Act To Amend Titles 14 And 29 Of The Delaware Code Relating To School Safety. [HB-49]
This Act requires all new school construction and schools undergoing major renovations to incorporate the following safety features: a secured vestibule to be used as the primary entrance to screen visitors, installation of ballistic resistant glass or other ballistic resistant materials in all areas used to screen visitors, installation of a panic button or intruder alert system, and classroom doors that can be locked on the outside with a key or magnetic card locking system. An Act To Amend Title 5 Of The Delaware Code Relating To Loans. [HB-54]
This bill imposes a cap on the interest rate that may be charged for alternative financial services at an annual rate of interest of 100%. Alternative financial services is a term sometimes used for payday loans, installment loans, and other credit products generally targeted towards working class people without access to more traditional banking or credit card services. An Act To Amend Title 25 Of The Delaware Code Relating To Solar Photovoltaic Systems And Restrictive Covenants. [HB-58]
This Bill enables the use of roof or ground mounted solar systems on privately owned residential dwellings by making covenants or other restrictions that effectively prohibit or unreasonably restrict the installation of solar photovoltaic systems in Delaware void and unenforceable, regardless of the date recorded. An Act Proposing An Amendment To Article V Of The Delaware Constitution Relating To Voting. [HB-63]
This Act is a first leg of a constitutional amendment that would eliminate from the Delaware Constitution the limitations as to when an individual may vote by absentee ballot. An Act To Amend Title 14 Of The Delaware Code Relating To School Property And Health And Safety Requirements. [HB-67]
As a public school safety measure, this bill requires that any door to a classroom will be equipped with a lock that can be locked from either side of the door. Many doors are currently not capable of locking from the inside. Locking the door(s) to a classroom from inside the classroom would enable precluding a school intruder from entering that classroom.

An Act To Amend Title 14 Of The Delaware Code Relating To Educational Requirements. [HB-70]
Under current educational standards, students are no longer required to be taught cursive writing and many schools have abandoned teaching cursive writing to students. As cursive writing is still an imperative skill in many professions, this bill makes teaching cursive writing a requirement for all public schools in Delaware.
