The Division of Small Business, Development and Tourism was created by 81 Del. Laws ch. 49 and placed in the Department of State. This enactment transferred certain responsibilities for economic development, formerly in the Delaware Department of Economic Development, to this Division.

An Act To Amend Title 7 Relating To The Hazardous Substance Cleanup Act. [HB-451]
This Act stabilizes revenue for the Hazardous Substances Cleanup Act ("HSCA") Fund ("the Fund") by minimizing the wide swings in revenue due to oil prices changes. Under this Act, the Department of Natural Resources and Environmental Control ("the Department") is prevented from receiving a revenue windfall when oil prices rise, while minimum funding for the Brownfields Grant Program is protected when oil prices are low. An Act To Amend Title 14 Of The Delaware Code Relating To Voluntary School Assessments. [HB-454]
This Act promotes diversity of housing in Delaware by acknowledging that not all residential units warrant the same Voluntary School Assessment. Currently, single family residential subdivision projects are subject to the same per unit Voluntary School Assessment as an apartment project, regardless of size and number of bedrooms. The current framework can place an undue burden on multi-family and smaller unit residential projects.

An Act To Amend Title 11 Of The Delaware Code Relating To Unlawful Sexual Contact. [HB-461]
Delaware law criminalizes therapeutic deception, a representation by the health professional that sexual contact by the health professional is consistent with or part of the patients treatment. This Act creates a felony level offense for a person that is a health professional and who, in the course of providing professional health services to the victim, intentionally has sexual contact with the victim. An Act To Amend Title 25 Of The Delaware Code Relating To A Manufactured Housing Rent Increase. [HB-466]
This Act makes a technical correction to § 7021 of Title 25 so that it is consistent with § 7043 of Title 25. Section 7021 is the original rent increase section. It requires a landlord to provide a minimum 60 days notice of a rent increase and was not revised when § 7043, which requires a minimum of 90 days notice of a rent increase, was enacted in 2013.
