An Act To Amend Title 25 Of The Delaware Code Relating To Rent Justification. [SB-199]
Section 7052 of Title 25 provides that the completion and cost of any capital improvements or rehabilitation work, as distinguished from ordinary repair, replacement, and maintenance, may justify an increase in rent in a manufactured home community but only until the cost of the improvement has been fully recovered. This Act clarifies this provision by doing all of the following:

An Act To Amend Title 18, Title 29, And Title 31 Of The Delaware Code Relating To Insurance Coverage Of Epinephrine Autoinjectors. [HB-268]
This Act requires that individual, group, State employee, and public assistance insurance plans provide coverage for epinephrine autoinjectors for individuals who are 18 years of age or under and must include at least 1 formulation of epinephrine autoinjectors on the lowest tier of the drug formulary developed and maintained by the carrier if the insurance plan has tiers.

An Act To Amend Title 18 And Title 29 Of The Delaware Code Relating To Cost Sharing In Prescription Insulin Drugs. [HB-263]

An Act To Amend Title 14 Of The Delaware Code Relating To Financial Assistance For Higher Education. [HB-267]
This act will allow a critical need reimbursement to be distributed directly to an institute of higher education or Secretary of Education approved Alternative Routes to Teacher Licensure and Certification program for an eligible teacher who is taking noncredit-earning seminars or workshops or credit-bearing coursework in order to attain a Standard Certification in a state-approved critical need area.

An Act To Amend Title 29 Of The Delaware Code Relating To The Common Interest Community Advisory Council. [SB-109]
The Joint Legislative Oversight and Sunset Committee approved a project to work with the Governor's Office throughout 2018 and 2019 to identify antiquated boards, commissions, and councils that need statutory updates or outright repeals. The Common Interest Community Advisory Council was identified as needing a modification to provide that the Governors appointments are Delaware residents, rather than members of the executive board, of a common interest community. This change will make it easier to fill Council vacancies.

An Act To Amend Title 15 Of The Delaware Code Relating To Voting By Mail. [HB-175]
This Act allows any qualified voter evidencing a desire to vote by mail in writing to the State Elections Commission to vote by mail in primary, general, and special federal elections. An Act To Amend Title 6 And Title 21 Of The Delaware Code Related To Equal Accommodations In Parking. [SB-202]
This Act clarifies that a person with a special license plate or permit for persons with disabilities which limit or impair the ability to walk may park for an unlimited period where the length of time is otherwise limited and must be able to park in a metered parking space for at least 1 hour. An Act To Amend Title 13 Of The Delaware Code Relating To Marriage License Application. [SB-194]
This Act removes the requirement that applicants for a marriage license state their race as part of the application process. Delaware is one of a small number of states that currently requires this information. In October 2019, the United States District Court for the Eastern District of Virginia ruled that requiring marriage license applicants to provide their race violates the United States Constitution.
