An Act To Amend Title 7 Of The Delaware Code Relating To Recycling And Waste Reduction. [HB-202]
This bill expands upon the existing at-store recycling program regarding the use of single-use plastic bags. The existing requirements will continue, however stores subject to this program will now be required to charge 5 cents for every single use carryout bag that is provided to customers. There are also reporting requirements to help track the fees that are charged and the distribution of the single use bags. An Act To Amend Titles 3 And 11 Of The Delaware Code Relating To Animal Cruelty. [HB-204]
This bill revises the procedure for impounding an animal which has allegedly been the subject of cruelty. The bill also creates a civil cause of action for Society for the Prevention of Cruelty to Animals to file suit against any person who engaged in cruelty to an animal. There is an express exemption from the ground of abandonment for releasing a cat as part of the Trap, Neuter and Release Program. An Act To Amend Title 10 Of The Delaware Code Relating To Juvenile Delinquency Proceedings And The Use Of Restraints On A Child. [HB-211]
This Act limits the use of shackles and other physical restraints on children appearing in juvenile delinquency proceedings except in situations where the court determines that the use of restraints is necessary and there are no less restrictive alternatives that will prevent flight or physical harm to the child or other courtroom participants.

An Act To Amend Title 16 Of The Delaware Code Relating To Selling Or Possessing Fireworks; Exceptions. [HB-218]
This bill allows ground-based and hand-held sparklers and certain other nonexplosive, nonairborne novelty items regulated by the federal government to be sold and used in the State. The bill does not legalize firecrackers, bottle rockets, aerials, or any other device that explodes or shoots into the air. The use of those items that may be sold only to persons 18 years of age and older is limited to July 4th and December 31st of each year and sales are limited to the 30 days prior to the allowable use day. An Act To Amend Title 11 Of The Delaware Code Relating To Animal Fighting And Baiting. [HB-220]
This Act enables the prosecution of animal fighting under Delaware’s Racketeering and Organized Crime statute. Animal fighting is often linked to other forms of criminal activity, such as illegal drug distribution, gun running, prostitution, and other violent crimes. Including animal fighting in the definition of “racketeering” strengthens the ability of Delaware’s Department of Justice to prosecute those who abuse animals.

This Act extends the statute of limitations for certain civil claims relating to heinous human rights abuses to 10 years. It allows survivors more time to file claims for assault, battery, or wrongful death in Delaware state courts, provided their claims are based on acts of trafficking, genocide, torture, or crimes against humanity. An Act To Amend Title 20 Of The Delaware Code Relating To Eligibility For Burial In The Delaware Veterans Memorial Cemetery. [HB-222]
