Delaware is one of only a few states that does not charge a fee for educator licensure or for certifications. Delaware processes approximately 10,000 applications for licensure and certification each year, in addition to other processing requests for current educators, such as plus credits. Because of reciprocity agreements and the lack of license fees in our state, the Department of Education processes approximately one to two thousand applications per year from applicants outside of the State of Delaware who do not become employed here. An Act To Amend Title 29 Of The Delaware Code Relating To The Periodic Review Of Regulations Adopted By Executive Branch Agencies. [HB-147]
On June 14, 2012, Governor Jack Markell signed Executive Order No. 36 (“EO 36”) to help reduce impediments to economic growth and to improve the efficiency of state government. EO 36 requires each Executive Branch agency to periodically review the regulations on its books for possible modification or elimination. Following a robust public outreach period and in-depth reviews by each agency, the EO 36 resulted in the modification or elimination of more than 100 regulations. An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Liquors. [HB-16]
Section 1 of this Act amends the definition of “restaurant”, as it relates to Delaware’s laws governing the sale and consumption of alcoholic liquors, to allow smaller restaurants, those with seating for at least 12 individuals, to apply for a license to sell alcoholic liquors in connection with the sale of complete meals. Section 1 of this Act also corrects an error made in a prior revision of the definition in which “complete meals” was changed to “complete means”.

An Act To Amend Titles 14 And 29 Of The Delaware Code Relating To Family Leave. [HB-165]
This legislation requires that all full-time employees of the State, including employees of school districts, continuously in the employ of the state for at least one year, shall be eligible for 12 weeks of paid leave upon the birth or adoption of a child 6 years of age or younger. Both parents would be eligible for such leave. Employees shall continue to have the right, as they do under current law, to use accrued sick leave for maternity and paternity purposes. This Act improves the enforcement mechanisms related to Delaware’s campaign finance disclosure laws in four ways. First, this Act amends 8040, Title 15 to require that the Superior Court may not grant a certificate of election to a successful candidate for office until the candidate has paid all fines assessed by the Commissioner of Elections (“Commissioner”) for the candidate’s wilful failure to file a required campaign finance report. An Act To Amend Titles 11 And 16 Of The Delaware Code Relating To Sterilization, Life And Sustaining Care Of Cats. [HB-178]
This bill encourages spaying, neutering, and vaccination in order to limit the number of unwanted cats and protect the public from rabies and other diseases carried by unvaccinated animals. The bill defines “community cats” and “community cat caretakers” whereby one or more persons may provide food, shelter, or medical treatment for free roaming cats without becoming an “owner” for legal purposes. An Act To Amend Titles 14 And 29 Of The Delaware Code Relating To Oversight Of Charter Schools. [HB-186]
Currently, all school districts, including vocational schools, are subject to the Auditor of Accounts. Edits to the November 2010 Charter School Manual removed instructions for charter schools to go through Auditor of Accounts when contracting for audits. There is presently no legislative authority to require charter schools to submit to the Auditor of Accounts processes. This bill adds charter schools to the list of entities for audits through the Auditor of Accounts. The bill takes effect so that the Auditor of Accounts shall conduct postaudits
