An Act To Amend Title 7 Of The Delaware Code Relating To Stormwater Management. [SB-204]
Section 1 through 4 of this Act establish interim standards and criteria in order to permit redevelopment projects to move forward while revised regulations are being drafted. The interim standards set forth in this Act would effectively "sunset" upon the adoption of regulations governing redevelopment. The redevelopment regulations, upon formal adoption, would supersede the provisions of the Bill.

An Act To Amend Section 2 Of Chapter 413, Volume 77 Of The Laws Of Delaware And Title 30 Of The Delaware Code Relating To An Extension Of The Historic Preservation Tax Credit Act. [SB-260]
Senate Bill No. 209, enacted by the 145th General Assembly, extended the Historic Preservation Tax Credit Act through June 2020. This Act extends the Historic Preservation Tax Credit Act through June 2030 and puts the provision regarding the effective date in the statute.

An Act To Amend Title 16 Of The Delaware Code Relating To Vital Statistics. [SB-3]
This Act replaces the stillbirth certificate with a certificate of birth resulting in stillbirth, clarifies what documentation is required upon the occurrence of a stillbirth, and makes technical corrections to the Vital Statistics laws to accurately reflect current practices. This Act does not change the current reporting requirements regarding births or deaths.

An Act To Amend Title 11 Of The Delaware Code Relating To Resisting Arrest. [SB-33]
This Act is a companion to Senate Bill No. 34. Senate Bill No. 34, in pertinent part, eliminates several aggravating factors under Delaware's controlled substances laws. This Act retains and codifies one of those aggravating factors, § 4751A(1)e.2. of Title 16, as a separate crime.

This Act enacts the Recognition of Emergency Medical Services Personnel Licensure Interstate Compact Act ("REPLICA"). With REPLICA, EMS personnel will be able to respond across state borders within the provision of their duties on a short term, intermittent basis on a privilege to practice under approved circumstances. REPLICA promotes compliance with the laws governing EMS personnel practice in each member state, home and remote, and gives states the ability to hold providers accountable from both. An Act To Amend Title 4, Title 16, Title 18, Title 19, Title, 24, Title 29, And Title 31 Of The Delaware Code Relating To Technical Corrections. [SB-4]
In January 2017, the Code Revisors provided the General Assembly with a list of potential technical corrections that they identified as they revised the Delaware Code to reflect legislation that was enacted by the 148th General Assembly in 2016. While technical in nature, these changes are beyond the authority of the Code Revisors to make and can only be done by the General Assembly through legislation.

An Act To Amend Title 18 Of The Delaware Code Relating To Coverage For Serious Mental Illness And Drug And Alcohol Dependency. [SB-41]
In an effort to reduce overdose deaths relating to the growing epidemic of opioid addiction, this Act requires carriers to provide coverage for medically necessary inpatient treatment of alcohol and drug dependencies and prohibits carriers from imposing precertification, prior authorization, pre-admission screening, or referral requirements for the diagnosis and treatment, including in-patient treatment, of drug and alcohol dependencies. An Act To Amend Title 16 Of The Delaware Code Relating To The Uniform Controlled Substances Act. [SB-44]
This Bill clarifies that every prescriber holding a controlled substance registration must be registered with the Prescription Monitoring Program. Further, prescribers who receive a CSR (controlled substances registration) for the first time must register with the Prescription Monitoring Program within 90 days.
