This bill increases the penalties for vehicle owners who are not complying with Delaware law by not registering their vehicles after establishing residency in Delaware. The current fine of $25 provides no incentive for vehicle owners to register their vehicles in Delaware. This results in the loss of a significant amount of revenue. The exemption on trailers for vehicle owners registered under the International Registration Plan (IRP) is a result of the IRP agreement Delaware signed with all other jurisdictions. This Act aligns Delaware law with the federal requirements of the reauthorized Individuals With Disabilities Education Act relating to the content of prior written notice, the requirements for the appointment of educational surrogates, and the applicable timelines for an administrative due process hearing. An Act To Amend Title 7 Of The Delaware Code Relating To Extension Of Muskrat Season. [HB-398]
This bill authorizes the Department of Natural Resources and Environmental Control to extend the muskrat open season pursuant to regulations. By regulation the Department will be able to consider severe winter weather conditions and the status of the muskrat population being able to sustain additional harvesting before making a decision to extend the season.

An Act To Amend Title 3 Of The Delaware Code Relating To The Department Of Agriculture [HB-407]
This Bill extends requirements currently applied to Apis mellifera (honey bee), such as inspection, to all bee species transported into Delaware. Rather than issuing fines for violations, the structure is changed to penalties assessed by Administrative Hearing. This system mirrors all other Plant Industries laws.

This Act adopts the “Delaware Consumer Legal Finance Regulatory Act” to ensure protections for individuals who enter into consumer legal finance contracts. A consumer legal finance transaction is one in which person assigns a contingent right to receive an amount of the potential proceeds of their legal claim to Consumer Legal Finance Company in exchange for money.
