An Act To Amend Title 21 Of The Delaware Code Relating To Rules Of The Road [HB-434]
This bill is intended to prohibit slower moving vehicles from driving in the left lane and blocking traffic, which commonly leads to road rage and has motivated several other states to adopt “left lane” laws. The provisions in this bill are modeled after driving guidelines set forth in the Delaware Driver’s Manual, as published by the Department of Motor Vehicles. This bill provides that vehicles may overtake slower moving vehicles on the left only when it is safe to do so and otherwise shall not drive in the left lane, which is intended to serve (continued...)

An Act To Amend Title 24 Of The Delaware Code Relating To The Board Of Chiropractic. [HB-435]
This Act prevents unreasonable deductibles, copayments, or coinsurance charges for chiropractic care. Some managed care providers have arbitrarily classified chiropractors as “specialists” in order to charge copayments and deductibles that are in excess of those charged for primary care medical doctors. This Act establishes that the maximum amount of any deductible, copayment, or coinsurance charge for chiropractic care shall be the lesser of either: (i) the deductible or copayment for a primary care physician, or (ii) 15% of the fee due to be paid (continued...)

An Act To Amend Titles 10, 11, 16 And 21 Of The Delaware Code Relating To Drug Laws, Crimes And Criminal Procedure, Sentencing Accountability, Courts And Judicial Procedure, And Motor Vehicles. [HB-443]
This Act substantially revises drug crimes and related offenses. It replaces the current system, where the most serious offense – drug trafficking – is defined solely by the weight of the drugs, where the various felony offenses have little logical relationship to one another, and where possession of one dose of a drug, intended for personal use, often can be prosecuted as a felony. This Bill provides for a structured system of felony offenses, which would be 4752-56 of Title 16, in which the various considerations that are usually considered to (continued...)

An Act To Amend Title 12 Of The Delaware Code Relating To Durable Powers Of Attorney And Adding A Chapter 49a Thereto Relating To Durable Personal Powers Of Attorney. [HB-455]
This bill does two things. It keeps in place the existing Durable Powers of Attorney statute which is relied upon for commercial transactions, changing only the out-dated reference of “attorney-in-fact” to “agent”; eliminating a provision now covered in the new Chapter 49A, Durable Personal Powers of Attorney; and making clear that 49 is independent of 49A. The bill also adds a new Chapter 49A to Title 12 which provides significant improvements in the creation of a personal power of attorney by ensuring that a principal grants only those authorities (continued...)
