This bill makes it illegal to knowingly possess visual depictions of the intentional torture or killing of an animal. For a person to be found guilty under this statute, such person must knowingly and voluntarily possess the depiction. The underlying act must also be illegal under existing Delaware or federal law. For example, under Delaware law, acts of animal cruelty, cockfighting and dogfighting are illegal, and this law would ban the intentional depiction of such acts. An Act To Amend Title 14 Of The Delaware Code Relating To The Mandatory Reporting Of School Crimes. [HB-347]
This Act implements recommendations of the Legislative Subcommittee of the School Discipline Task Force created by House Resolution No. 22 of the 145th General Assembly. Under current Delaware law, school officials have a mandatory obligation to report to the police and, in certain instances, initiate criminal prosecution of specific misdemeanor offenses (Assault in the 3rd Degree, Unlawful Sexual Contact in the 3rd Degree, Offensive Touching and Terroristic Threatening) committed by students over the age of 9. This Act would raise the age to 12.

An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-348]
This purpose of this Act is to provide greater protections for Delaware’s vulnerable and infirm adults, individuals the General Assembly considers to be particularly at risk of physical, emotional and/or financial exploitation. The Act creates a new criminal offense, Crime Against the Vulnerable or Infirm, which imposes enhanced penalties in more than 60 criminal offenses if the victim is a vulnerable or infirm adult.

An Act To Amend Title 14 Of The Delaware Code Relating To Parental Involvement In Schools. [HB-350]
Section 1 of this bill would require schools to seek the signature from each parent of a parent/school compact at the beginning of each school year, reflecting an updated Parents’ Declaration of Responsibilities to be prepared by the State and parent organizations. Existing law encourages, but does not require, that parents be asked to sign such a compact. An Act To Amend Title 30 Of The Delaware Code Relating To Economic Development Incentives. [HB-380]
This proposed tax credit intends to create incentives for existing businesses to partner with the State in the effort to create new employment opportunities for Delaware citizens, and to stimulate the Delaware economy by expanding the tax base. A finder’s fee, a tool used commonly by businesses, is an arrangement by which an intermediary finds, introduces, and brings together parties to a business opportunity. This bill creates a tax credit program that would award each Sponsor Firm and each New Business Firm with a $500 annual tax credit per Delaware

An Act To Amend Title 15 Of The Delaware Code Relating To Elections. [HB-381]
Current Delaware law allows individuals 18 and older, and those who will turn 18 before the next general election, to register to vote through the Division of Motor Vehicles. This act would allow 16 year olds to register to vote through the Division of Motor Vehicle at the time they first apply for their driver’s license. Such individuals, however, will not be allowed to vote unless they will turn 18 before the next general election.
