An Act To Amend Titles 7 And 30 Of The Delaware Code Relating To Gross Receipts Taxes. [HB-127]
This Act provides a gross receipts tax cut to all taxpayers by: (a) cutting rates across-the-board by 3% and (b) increasing by 25% the monthly and quarterly exclusion levels for all business categories. It clarifies the rate reduction scheduled to take effect in 2014 and it restores full funding for the Hazardous Substance Clean-up program two-years earlier than originally planned. An Act To Amend Titles 29 And 30 Of The Delaware Code Relating To Public Utility Tax Rates And The Use Of The Proceeds Thereof. [HB-129]
This Act reduces the general public utility tax rate on electricity and gas from 5.00% to 4.25%. The Act also reduces the rate on electricity and gas distributed to manufacturers, food processors and other agribusinesses from 2.35% to 2.00%. The Act also transfers the first $5 million in proceeds generated by the public utility tax to the new Energy Efficiency Investment Fund, which will be used to finance energy efficiency projects that will reduce overall energy use and create jobs.

An Act To Amend Title 13 Of The Delaware Code Relating To Child Support. [HB-132]
This Act authorizes the Court to order a party to designate a minor child or children covered under a support order as a beneficiary on any of the parties' existing life insurance policies for the duration of a support order. The designation may be exclusive or non-exclusive, as determined by the Court. The effect of this Act is that the designated child or children will receive support by way of proceeds from the life insurance policy if a party predeceases the child or children.

An Act To Amend Title 21 Of The Delaware Code Relating To Penalties For Certain Motor Vehicle Offenses. [HB-134]
This Act removes incarceration as a possible sentence for certain less serious offenses in chapters 41 and 42 of the Motor Vehicle Code including Following Too Closely ( 4123), Unlawful Use of a Controlled-Access Highway ( 4126), Speeding ( 4169), Careless or Inattentive Driving ( 4176), and for offenses for which penalties are not specified as part of the statute ( 4205) (which would include Failure to Stop at a Stop Sign ( 4164)). An Act To Amend Title 29 Of The Delaware Code Relating To The State Council For Persons With Disabilities. [HB-141]
Forty-eight (48) states have established brain injury advisory boards or councils to facilitate planning, assessment, and improved service coordination for brain injury survivors. Twenty-four (24) of the states, including New Jersey and Maryland, have established such boards or councils by statute. The formal establishment and active operation of an interdisciplinary state board or council is often a prerequisite for qualifying for federal brain injury funds. An Act To Amend Title 11 Of The Delaware Code Relating To Expungements. [HB-145]
This Bill makes the statutory scheme for expungement of adult criminal offenses more comprehensive in three areas. First, it applies the existing expungement rules to violations of county and municipal codes, ordinances, and regulations. By doing so, expungements of such violations will be simplified and require less Superior Court resources. Second, it applies the existing rules for the First Offenders Controlled Substance Diversion Program to court-supervised drug diversion programs, which is the means by which most minor drug offenders are diverted. An Act To Amend Title 18 Of The Delaware Code Relating To Supplemental Coverage For Children Of Insureds. [HB-160]
This Act changes provisions for supplemental health insurance coverage for children of insureds, raising the age children may be covered by their parent’s or parents’ health insurance to the age of 26. An Act To Amend Chapter 326, Volume 67 And Chapter 353, Volume 72 Of The Laws Of Delaware And Title 7 Of The Delaware Code Relating To The Delaware Hazardous Substance Cleanup Act. [HB-163]
This Act eliminates the sunset provisions of the Delaware Hazardous Substance Cleanup Act. The Hazardous Substance Cleanup Act was enacted by the General Assembly in 1990 and re-authorized in 2000. During its time, the Act has enabled the Department of Natural Resources and Environmental Control to assist with the clean-up of 21 federal Superfund sites and 204 state-led sites, contribute to the revitalization of 155 Brownfield properties, and close 187 leaking underground storage tank locations.
