This Bill expands Delaware’s Public Assistance Code to provide preventative and urgent dental care to all eligible Medicaid recipients. Payments for preventative or urgent dental care treatments shall be subject to a $10.00 recipient copay and the total amount of dental care assistance provided to an eligible recipient shall not exceed $1,000.00 per year, except that an additional $1,500.00 may be authorized on an emergency basis for urgent dental care treatments through a review process established by the State Dental Director.

This Bill makes three regulatory changes to the Delaware Board of Nursing. The Bill allows for representation on the Board by a nurse educator, eliminates the need of a quorum to issue a written decision previously determined by a quorum of the Board, and creates a waiver provision for the licensure by endorsement of licensed practical nurses.

An Act To Amend Titles 29 And 30 Of The Delaware Code Relating To Economic Development Incentives. [SB-294]
Section 1 of this Act establishes the Job Incentive Fund, which is designed to provide grants to firms that expand and diversify the most vital components of Delaware’s economy. Section 2 of this Act provides a multi-year funding source for the grants by earmarking Abandoned Property revenues. Section 3 of this Act removes the sunset from the State’s current employment and investment tax incentives and leaves them in effect.

An Act To Amend Title 24 Of The Delaware Code Relating To The Imposition Of Fines By The Board Of Medical Practice. [SB-298]
This act increases the incentive for persons with a mandatory reporting obligation under the Medical Practice Act to comply with their obligation under that Act. Sections 1 and 2 of the bill give the Board of Medical Practice additional flexibility to impose appropriate fines by increasing the range of fines from a maximum of $5,000 to a maximum of $10,000 for a first violation and $50,000 for a subsequent violation. An Act To Amend Title 24, Chapter 17, Of The Delaware Code Relating To The Medical Practice Act. [SB-323]
Sections 1 and 2 of this Bill clarify the definition of acupuncture. Section 2 of this Bill allows acupuncture detoxification specialists to be licensed to perform the limited auricular point protocol for treatment of alcoholism, nicotine dependency, substance abuse, or chemical dependency. Acupuncture detoxification specialists are subject to the jurisdiction of the Board of Medical Practice and the Acupuncture Advisory Council.
