This Bill creates an assessment of 2% of gross receipts from any pharmacy in Delaware not participating in the Medicaid program. It requires all collected funds to be deposited in a special fund dedicated to Medicaid related expenses.

An Act To Amend Title 21 Of The Delaware Code Relating To Bicycle And Motor Vehicle Safety. [SB-168]
This bill would create a safe-passing zone between a motor vehicle and a bicycle, when the motor vehicle is overtaking a bicycle traveling in the same direction. If a three-foot-wide passing space is not possible, then the driver of the motor vehicle is to slow down to increase the margin for passing safely beyond the bicycle. This bill is supported by the Delaware Bicycle Council, and is based on similar legislation in Rhode Island.

An Act To Amend Title 24 Of The Delaware Code Relating To Exemptions From The Practice Of Nursing. [SB-172]
This Bill provides an exemption from activities considered within the scope of nursing for assisting HIV/AIDS patients residing in residential group homes with self administration of medication, provided the person has successfully completed a Board-approved medication training program. This Bill would enable CNA’s to perform this needed function.

An Act To Amend Title 16 Of The Delaware Code Relating To The Delaware Healthy Children Program. [SB-18]
This Act removes the provision that participants in the Delaware Healthy Children Program pay a premium to participate, while allowing the Department of Health and Social Services to consider instituting minimal co-payments for health services in order to recover a portion of the revenue that would be lost due to the absence of premium payments. Removing the premium payment may reverse declining enrollment in the Program and increase the number of children in Delaware who have health insurance coverage. Author: Senator Blevins
